DESCRIPTION:
Human Resources DivisionSENIOR EXECUTIVE DIRECTOR, SCHOOL OPERATIONS
(School Support Administrator, Executive Management; 0530) Provides senior-level leadership, direction, and oversight for District-wide school operations functions, including school safety, emergency management, and operational support systems. Develops and implements strategic operational initiatives to ensure safe, orderly, and effective learning environments across schools, central offices, and affiliated programs. Serves as a key adviser to executive leadership and provides direction to executive directors and other assigned personnel.PRIMARY DUTIES/RESPONSIBILITIES:
Provides senior leadership and direction for District-wide school operations, ensuring alignment with Board of Education priorities, Superintendent of Schools goals, and division objectives Develops, implements, and evaluates strategic initiatives related to school safety, emergency preparedness, crisis response, and operational effectiveness Oversees multiple operational divisions and regional teams through executive directors and respective administrators Establishes operational standards, systems, and performance expectations to ensure consistency, compliance, and continuous improvement across schools and departments Leads the design and implementation of District-wide policies, procedures, and frameworks governing school operations and related support services Directs the analysis and use of disaggregated data to evaluate program effectiveness, identify systemic issues, and guide decision-making Represents management during collective bargaining negotiation on school operations contract provisions and recommends resolution of labor relations concerns Oversees the development and implementation of comprehensive school safety systems, including emergency management protocols, risk mitigation strategies, and crisis response coordination Provides executive-level guidance and support in responding to critical incidents, operational emergencies, and complex school-related issues referred by District leadership or the Board of Education Leads long-range operational planning to improve school performance, student engagement, and organizational effectivenessCONTINUE - PRIMARY DUTIES/RESPONSIBILITIES:
Advises the Chief of Schools and other executive leaders on operational strategy, policy development, and system improvements Oversees development and administration of branch and program budgets, ensuring effective allocation and stewardship of resources Leads professional development and capacity-building initiatives for executive directors, directors, and school-based administrators in operational leadership Represents the division in meetings with Board of Education members, government agencies, labor partners, community organizations, and other stakeholders as directed Ensures compliance with applicable federal, state, and local laws, regulations, Board of Education policies, and collective bargaining agreements Evaluates the performance of subordinate personnel Performs related duties as assignedSALARY:
FRTXX, (School Support Administrator, Executive Management, Rate 2; 0530) – A Basis ($232,768) – 261 paid days In the case of an annualized employee who is changing basis during the year, this change may result in an annualized “settlement” (i.e., the process by which the District resolves an under or overpayment). For employees who change basis during the school year, this basis change may prevent them from earning a full year of service credit. Selected individual may be subject to displacement due to norm allocation and seniority-based RIF provisions or due to budget limitations. This position is deemed certificated under Education Code Section 44065, but may not qualify for "creditable service" under Education Code Section 22119.5 for CalSTRS benefits. However, if the candidate chosen for the position is already a CalSTRS member, he/she can fill out an election form to remain in CalSTRS and thereby obtain CalSTRS credit for this service.MINIMUM REQUIREMENTS:
At least ten (10) years of successful, full-time public school service in a certificated position(s), with no fewer than five (5) years of which must have been in a position(s) requiring the Administrative Services Credential A valid California Administrative Services Credential (Out-of-state applicants must qualify for and obtain a California credential prior to selection approval.) An earned master’s degree or advanced degree of at least equivalent standard conferred by a regionally-accredited college or university Completion of required Multicultural Education and Master Plan coursework *Applicants have one year to complete this requirement. NOTE: All minimum requirements must be met on or before the filing deadline. It is the applicant’s responsibility to ensure that appropriate documentation is on file with Human Resources. Leadership experience working with school and District-level administrators and cross-functional teams to solve significant District-wide operational and/or organizational challenges Knowledge of District policies and procedures, goals and objectives, organizational structure and functions, and negotiated collective bargaining agreements Knowledge of federal, state, and local legislation as it applies to K-12 education policies, rules, and regulations Knowledge of applicable Education Code, the California Code of Regulations (CCR) Title 5, the Government Code, and Board Rules Knowledge of accepted principles of adult learning and professional development in the process of workforce planning and leadership development Knowledge of effective administrative and managerial practices and demonstrated ability to implement them Knowledge of and skill in effective budgetary processes and school finance Leadership skill in facilitating group processes, including consensus building and conflict resolution among diverse stakeholders Ability to provide administrative leadership at the senior executive level including decision-making, complex problem-solving, and delegation of authority Ability to absorb, analyze, organize, and communicate information and policy implications Ability to communicate effectively with stakeholders, local and state agencies, community partners, and bargaining unit representatives, colleagues, and other District personnel, both individually and as a groupCONTINUE - DESIRABLE EXPERIENCE/QUALIFICATIONS:
