Required Skills:
• Thorough understanding of large and small-scale purchasing methods and procedures (3 Years)
• Thorough knowledge of RFPs, RFQs, IFBs, and Amendments (3 Years)
• Working knowledge of General Statutes, NC Administrative Code, and State IT Term Contracts (3 Years)
• Excellent communication skills, both orally and in writing (3 Years)
• Can write extensive and complex technical information into specifications as needed according to State and/or project requirements (3 Years)
• Excellent interpersonal skills with all types of personalities (3 Years)
• Committed to meeting all deadlines and maintaining records of complexity and confidential nature (3 Years)

About the role: This IT Business Office resource is responsible for the procurement of both contract and non-contract goods and services for the agency. Primary responsibilities include obtaining required vendor quotes, processing purchase orders for software, equipment, and other assigned commodities. The role also involves preparing and posting solicitations to the Electronic Vendor Portal (eVP), Sourcing Tool, and Contract Workspace, as well as managing bid solicitations, including Requests for Quotes (RFQs), Invitations for Bids (IFBs), Requests for Proposals (RFPs), addenda, amendments, clarifications, and exception documentation

Job Responsibilities:
• Extensive knowledge and experience in the procurement of goods and services for governmental agencies to make objective decisions and accurate judgments
• Exceptional writing and listening skills are required
• Ability to follow instructions explicitly and be detail-oriented
• Working knowledge and experience of state policies and regulations
• Procure Information Technology goods/services such as software, equipment and other commodities as assigned
• Comprehend, apply, and interpret established rules and regulations, complex technical contract language
