JOB SUMMARY
Responsible for the administration and operation of assigned program(s). Manages assigned programs(s) in accordance with applicable regulations, directives and grant agreements.ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES
Supervises, assigns and directs assigned program staff in their areas of responsibility. Maintains cost within budget and expends applicable program funds in accordance with all regulations, directives and grant terms/conditions. Develops and prepares program proposals, grant amendments and budget revisions, as required Maintains accurate and complete program records. Facilitates site selection process, including coordination with local government, real estate agent, AHFC and USDA, including compilation and processing of required environmental documentation. Manages administration of the self-help homeownership program, including predevelopment activities, marketing the program to potential homebuyers, facilitating the homebuyer group, monitoring homebuyer accounts and bill paying, vendor relationships, public outreach, grant reporting, and communication with funders and partners. Counsels participants on goal-setting and credit repair in one-on-one settings. Makes referrals to other sources of consumer credit counseling and other appropriate assistance when necessary. Screens potential applicants for eligibility. Prepares loan packages for submittal to USDA or other lenders as appropriate. Identifies and fosters partnerships with community and tribal organizations who share an interest in financial literacy and homeownership. Facilitates meetings, both individual and group, and educational workshops. Develops and observes strict client confidentiality protocols and protects client information, consistent with industry standards. Reviews program goals; develops and implements systems to evaluate impact and success, regularly updates supervisor on status of projects. Assures fiscal accountability for program funds. Prepares and manages budgets; approves and monitors expenditures and develops cost-effective strategies to ensure best use of funds.OTHER RESPONSIBILITIES
Completes professional education to obtain and maintain NMLS licensure. Performs other duties to assist with agency planning, construction, and housing programs at the request of the Division Director. Performs other duties as assigned.SUPERVISORY RESPONSIBILITIES
Has direct supervisory responsibility for assigned positions including hiring, orientation, performance evaluation, and employment actions, including termination, in consultation with the Division Director. Supervises the work of assigned staff to ensure adherence to quality standards, deadlines, and proper procedures, correcting errors or problems as they arise. Interprets and communicates work procedures and company policies to provide assigned staff with guidance in handling difficult or complex problems and in resolving escalated complaints or disputes. Encourages and builds mutual trust, respect, and cooperation among team members and motivating members of a group to work together to accomplish tasks. Discusses job performance problems with employees to identify causes and issues and to work on resolving problems. Trains and instructs employees in job duties and company policies.WORK ENVIRONMENT/JOB CONDITIONS

Routine in and out-of‑state travel required. Must have the ability to operate the following equipment: desktop computer, telephone, copier, PC printer, and fax machine.PHYSICAL DEMANDS

Must be in good general health and free from serious physical, mental health and/or substance abuse problems. Ability to bend, stoop, reach, lift, and carry to retrieve files and records. While performing the duties of this job, the employee is regularly to grasp, type, see, talk, hear, and lift and carry 25 pounds of weight by utilizing proper lifting techniques and working in a safe manner. This position will also be performing physical activities such as climbing, lifting, balancing, walking, stooping, bending, and handling materials. Performs sedentary activities that require sitting for long periods and repetitive use of hands, wrists and arms for handling, positioning, moving materials, and manipulating things. Must be able to travel to remote rural Alaskan villages and endure exposure to extreme weather conditions, travel on small planes, and carry bedding and food.POSITION TYPE/EXPECTED HOURS OF WORK
This is a full‑time, in‑person position based in Soldotna, AK. Days and hours of work are Monday through Friday, 8 a.m. to 5 p.m. or hours vary with location. Occasional evening and weekend work may be required as job duties demand.TRAVEL
Travel is primarily local during the business day, although some out‑of‑area and overnight travel may be expected.EMPLOYMENT REQUIREMENTS AND REQUIRED EDUCATION
Must be at least 18 years of age. State and federal background checks, including fingerprints, may be required. BA/BS from an accredited college or university in management, finance or comparable discipline, plus three (3) years’ experience; or the equivalent of seven (7) years qualifying professional experience including supervision. High degree of professionalism; ability to maintain confidentiality. Licensure through the NMLS or ability to obtain such licensure within 180 days of employment. Completes continuing professional education to maintain Nationwide Mortgage Licensing System (“NMLS”) licensure. Licensure as a HUD certified housing counselor or ability to obtain such licensure within 180 days of employment. Proven ability and willingness to be self‑directed in problem‑solving and decision‑making while also working effectively as a team member. Ability to counsel and motivate clients to improve credit ratings to move toward homeownership. Technical experience organizing and facilitating public meetings and events, recruiting program participants, and coordination with all affected or interested parties. Demonstrated ability to train, assist and supervise lower‑range staff in their daily tasks and routines. Demonstrated effective oral and written communication skills including ability to communicate effectively in cross‑cultural situations. Intermediate use of personal computer applications, including word processing, presentation graphics, database management, and spreadsheets. High degree of self‑motivation; Ability to work independently in a remote field office to achieve results with minimal supervision and set up and maintain appropriate records. Demonstrated ability to successfully interpret and implement company and departmental policies, procedures, and service standards. Knowledge of the structure and content of business English, including the meaning and spelling of words, rules of composition, and grammar. Responsible work ethic with reliable attendance. Employees are expected to remain alert, attentive, and fully engaged in their responsibilities during all working hours. Sleeping while on duty is strictly prohibited. Must keep all matters concerning participants in strictest confidence as required by HIPAA privacy and the 42 CFR, Part II confidentiality regulations. Must be able to provide own transportation to meet work schedule requirements. Valid Alaska Driver’s License. Must provide copy of current driving record from the Department of Motor Vehicles during course of employment. Insured Vehicle. Must provide proof of insurance during course of employment. Agency recommends annual TB screening and physical as part of employee’s personal wellness plan (Recommendation – Not a requirement of this position)PREFERRED EDUCATION AND EXPERIENCE
Prior experience with the administration of a USDA 523/502 self‑help housing program or similar sweat‑equity program. Prior experience in residential mortgage lending. Prior experience in credit counseling services. Commitment to the empowerment of rural, low-income, and disabled persons.
