Assistant Civil Engineer

Job Title

Under direction of the Assistant City Engineer, prepares plans, specifications and cost estimates for engineering and capital improvement projects; assist with capital improvement projects; coordinates and secures required permits; conducts construction inspections; receives and responds to inquiries, issues and concerns from residents and businesses; provides information and assistance on projects and division activities; supplies copies of records, plans and other documents; processes encroachment permits; performs related work as required.

• Facilitates, organizes and supports the planning, development and implementation of the City's capital improvement projects; conducts construction site visits and field inspections; performs detailed design calculations.
• Drafts and prepares plans, specifications and cost estimates for engineering and capital improvement projects, reviews improvement plans, maps, and private development grading specifications.
• Reviews and evaluates private development subdivision maps, public improvement plans, and grading and drainage plans; ensures compliance with City requirements and storm water regulations. Perform field surveys; prepare field notes; maps data collected.
• Assists and aids with right of way acquisitions; prepares legal descriptions; organizes and timely files documents.
• Prepares Requests-for-Proposal for specialized engineering services; develops cost estimates and preliminary schedules for design and construction projects.
• Drafts and develops a variety of records, documents, analyses and reports on capital improvement projects; assists in estimating project costs and recommends budget considerations.
• Receives and responds to inquiries, issues and concerns from residents and businesses; provides assistance and guidance; provides requested information, plans and documents; supplies copies of record plans and other documents; reviews and processes encroachment permits.
• Facilitates in administration of contracts for installation of traffic control devices, traffic signals, streetlights and striping.

Knowledge of:

• Planning, design, construction and maintenance of public right of way improvements and publicly maintained and operated utilities.
• Computer-aided drafting and mapping techniques, including geographic information systems (GIS).
• PC based programs for civil engineering design, database management, and word processing.
• Traffic control and signage.
• Subdivision Map Act.
• Storm water provisions of the Clean Water Act.
• Administration of California State and Federally funded projects.

Ability to:

• Communicate effectively through written reports, correspondence and oral presentations at public meetings.
• Establish and maintain cooperative working relationships with individuals encountered while performing job functions.
• Perform engineering and survey calculations, using long hand and PC based design techniques.
• Manage engineering and capital improvement projects, including scheduling and budget.
• Supervise and instruct subordinate engineering personnel.
• Drive a motor vehicle.

Minimum Qualifications: Education and Experience

• Education: Bachelor's degree in Civil Engineering, or a related field. Possession of a California Engineering-in-Training (E.I.T) certificate is required at time of appointment.
• Experience: Two (2) years of experience in planning, design, construction and maintenance of public right of way improvements and publicly maintained utilities, including experience in project administration.

Physical and Environmental Conditions

• Work is performed indoors in an office environment and outdoor field settings.
• Prolonged sitting at a desk or table, using a computer keyboard and screen; dexterity of hands and fingers to operate office equipment.
• Standing and walking on level and uneven/slippery surfaces, kneeling, reaching, bending, twisting and crouching.
• Grasping, pushing, pulling, dragging, carrying and lifting boxes of records, files or supplies weighing up to thirty (30) pounds.
• Exposure to inclement weather, with extreme cold and heat.
• Exposure to vehicular traffic.
• Driving a vehicle on City business as needed.
• Mobility, vision, hearing and dexterity levels appropriate to the duties to be performed.

Required Licenses and Certificates

• Possess a valid California class "C" driver's license.
