Talent Outreach Partner - Human Resources (2600048A) The Committee for Public Counsel Services (CPCS), the Massachusetts state public defender agency, is seeking an experienced, mission-driven Talent Outreach Partner who will be a key ambassador for CPCS in recruiting diverse and highly talented pools of candidates to ensure a strong pipeline of future public defender staff. The Talent Outreach Partner must be dedicated to improving and enhancing the talent acquisition process, achieving greater staff diversity by improving outreach and collaborating with internal and external stakeholders. This position will be based in Boston but will be eligible for a hybrid work schedule. We fight for equal justice and human dignity by supporting our clients in achieving their legal and life goals. Position Overview The Human Resources Department of CPCS is committed to providing excellent support and customer service for all our employees in a client-centered work environment. We are excited to add a second Talent Outreach Partner to be key ambassadors for CPCS in the search for legal and non-legal positions. The Talent Outreach Partner will work closely with the recruiting and hiring team to build out and develop new and innovative recruitment strategies for in-person communication as well as expanding CPCS’ brand through our web presence, print publications, and social media platforms. The Talent Outreach Partner will coordinate participation of CPCS staff at campus events and job fairs to increase and improve visibility. The Talent Outreach Partner will collaborate with the Equity and Inclusion Director and other stakeholders to develop and support a wide range of strategic efforts including expanding and maintaining diverse candidate pools and talent pipelines, sourcing and engaging passive candidates, leading hiring events, and collecting and assembling recruiting data. This position will also work with the Communications Director to raise awareness about CPCS and our mission, raise CPCS’s profile in local communities and nationally, and enhance our Employer Value Proposition to attract legal and non-legal talent. The Talent Outreach Partner will report to the Recruiting & Hiring Manager. This position will be based in Boston but will be eligible for a hybrid work schedule. Responsibilities Develop and expand existing contacts with local and national law schools, including HBCUs, law student associations, colleges and universities, bar associations and affinity groups, and other stakeholders such as community organizations that share our mission. Meet regularly with agency Hiring Managers to ensure recruitment and sourcing goals are met, and aid the private counsel panel units in developing talent pipelines. Develop active and passive recruitment sources to ensure diverse and talented candidate pools for all legal and non-legal positions, including social media presence. Work with interested stakeholders to identify and develop strategies and practices that will make our agency more competitive and effective at recruiting and hiring diverse and talented individuals. Assist the Internship Coordinator by recruiting law students and undergraduate students and communicating with CPCS offices regarding internship opportunities. Collaborate with the Equity & Inclusion Director and other stakeholders, such as staff affinity groups, in developing and supporting a wide range of strategic efforts to increase talent pipelines. Represent the agency at job fairs and recruitment events, both locally and nationally, and create and organize CPCS-sponsored recruitment events. Work with the Communications Director to create updated written, audio, and video promotional materials and highlight the agency’s Employer Value Proposition. Assist with managing and developing Hiring Processes and new employee and intern onboarding processes. Other duties as assigned. Minimum Entrance Requirements Bachelor’s degree in Human Resources or related field and at least four (4) years of talent acquisition experience, or an equivalent combination of education, experience, and skills. Access to an automobile in order to travel to law schools, office locations, and other locations across the Commonwealth. Access to home internet sufficient to work remotely. Qualifications / Skills Interest in and ability to promote and support building strategic relationships with potential referral sources and/or organizations. Knowledge of labor markets, recruiting practices and effective social media recruitment tools and marketing resources. Commitment to an equitable and inclusive workplace. Proficiency in Microsoft Office systems, including Word, Excel, Access, PowerPoint, Windows, and the Internet. Knowledge of PeopleSoft HRIS preferred. Proficiency with Applicant Tracking Systems. Excellent communication skills, both verbal and written. Experience working with multi-lingual populations and/or with organizations that serve similar client populations to CPCS. Ability to establish rapport and communicate effectively with all levels of the organization. Demonstrated ability to multi‑task, performing multiple tasks independently and concurrently. Ability to take initiative, work well independently and as a team member. Demonstrated skills in organization, problem‑solving, and attention to detail.
