OPERATIONS AND MAINTENANCE MANAGER

Responsibilities Plan, direct, monitor and supervise the construction, renovation, operation and maintenance of the county’s water and sewer facilities and perform other professional, technical, administrative and supervisory work as required. Organize and implement programs within major organizational policies and report program progress to executive‑level administration. Ensure compliance with applicable federal, state and local laws and regulations related to construction, renovation, maintenance, administration and operation of water and wastewater facilities. Oversee the daily operation of assigned wells and pump stations. Oversee all new construction (county and private) and all utility relocations. Supervise assigned staff: instruct, assign, review and plan work of others; maintain standards; coordinate activities; select new employees; address employee problems; approve discipline and discharge as appropriate. Review the work of subordinates for completeness and accuracy; evaluate and make recommendations as needed; provide advice and assistance. Provide staff training and development opportunities. Analyze department schedules and workloads; adjust as necessary to ensure optimum productivity and efficiency. Assist the Director of Water and Sewer, County Administrator and County Council in matters regarding various programs, issues and special projects. Help develop and administer departmental budgets; ensure effective and efficient use of budgeted funds, personnel, materials, facilities and time; approve related expenditures and payroll. Develop and implement department policies and procedures and long‑range plans and operating strategies. Plan and coordinate system improvements with consulting engineers; review and approve construction plans. Negotiate and administer construction and renovation contracts. Oversee the CMOM (capacity, management, operations, maintenance) program for wastewater collection and potable water systems. Oversee and participate in the SCADA operating system for pumping stations. Direct and inspect the work of staff and contractors; inspect department facilities for compliance with policies, procedures, laws, regulations, contracts, permits and standards of quality and safety. Analyze and interpret problems and develop solutions for operational or technical issues related to water processing facilities. Plan and execute emergency utility operations and recovery plans as necessary. Prepare studies, reports and related information for decision‑making purposes and as required by the county and other government agencies. Coordinate department activities with those of other county departments, municipalities and outside agencies as appropriate. Receive and respond to inquiries, concerns, complaints and requests for assistance from customers and the general public regarding areas of responsibility. Plan and participate in public relations efforts to inform the public of department programs and procedures; give presentations to community and civic organizations. Perform general administrative and clerical work as required, including preparing reports and correspondence, conducting and attending meetings, reviewing mail and literature, and entering and retrieving computer data. Attend meetings, training, conferences and seminars to maintain knowledge of current legislation, trends and technology in public utilities operations and administration. Assist in the preparation and revisions of the Emergency Action and Response Plan Manual for wells and pump stations. Perform other related job duties as assigned. Education and Experience Bachelor’s degree in engineering or a closely related field. At least eight (8) years of related work experience. Special Qualifications Valid state driver’s license. Must possess or obtain within two (2) years Class "A" Water Treatment, Class "B" Water Distribution, and Class "A" wastewater collection licenses. Work Environment Work is performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities and needs. Position Type and Expected Hours of Work This is a full‑time position. Typical work hours and days are Monday through Friday, 8:30 a.m. to 5:00 p.m. Employees must be available during core hours of 9:00 a.m. – 4:00 p.m., work 40 hours each week, and be on call 24 hours a day, 7 days a week as assigned. Availability on holidays and weekends during emergencies is required.
