COASTAL PROGRAM ANALYST III

Principal Waterfront Planner Job Classification: Coastal Program Analyst III (JC‑521539). Salary: $7,694.00 – $9,638.00 per month (minimum salary for new to state candidates or alternate range minimum). Responsibilities Design and lead complex planning projects related to waterfront development, bay resources, sea level rise, and climate change. Collaborate with the Port of San Francisco, other public agencies, and stakeholders to develop and present planning and regulatory recommendations. Amend BCDC’s San Francisco Waterfront Special Area Plan and examine Public Trust issues related to rising sea levels. Conduct regulatory activities, including reviewing, analyzing, and permitting proposals that require special regulatory and planning coordination. Produce literature research, policy and data analysis, technical policy writing, and presentations on complex planning issues. Engage in social equity, environmental justice, and climate change initiatives and provide training and mentorship to Long‑Range Planning Team staff. Act in a lead role without supervisory authority, coordinating work across agencies to advance BCDC’s resilience and adaptation goals. Qualifications Bachelor’s degree in planning, environmental science, or a related field; advanced degree preferred. Minimum of six years of progressive planning, policy analysis, or regulatory experience, preferably in coastal or natural resource settings. Demonstrated experience in sea level rise adaptation, climate change planning, and collaborative land use planning. Strong analytical, communication, and collaboration skills; ability to work independently and lead projects. Knowledge of California coastal zone management, CEQA, and land use planning principles is highly desirable. Ability to engage with diverse stakeholders, including community-based organizations, and to address social equity concerns. Working Conditions BCDC’s headquarters is located in downtown San Francisco. The position is a hybrid role, requiring a minimum of two in‑office days per week and offering full telework options consistent with BCDC’s Telework Policy.
