Overview: The Town of Windsor is seeking one (1) qualified candidate for the Utilities Technician (Wastewater Collections) position. The successful applicant will be hired at the Utilities Technician I, II, or III level position, depending on experience and qualifications.
Hiring Range: Utilities Technician (Wastewater) I: $21.95 - $23.87 per hour, Utilities Technician (Wastewater) II: $26.56 - $28.89 per hour, Utilities Technician (Wastewater) III: $28.61 - $31.47 per hour.
Work Schedule: Monday-Friday 7:00 to 3:30 and occasionally on weekends; on-call as scheduled
NATURE OF WORK
The Utility Technician/Operator I is the entry-level position in the Utility Technician/Operator professional series. As a member of the Public Works team, individuals in this position perform skilled and semi-skilled task assignments necessary to the operation and maintenance of the Town of Windsor Utility System in the area of water distribution and wastewater collection, and when necessary, provide service assistance to other department/divisions as directed. Operates and maintains equipment necessary to achieve these service objectives. Is assigned to On-Call duties on a 24-hour per day basis according to a schedule of rotational assignments developed by the Utility Supervisor or the Water Systems Superintendent for weekly service.

Individuals work under the direct supervision of the Public Works – Utility Supervisor to carry out assigned duties, functions, roles, and projects in both routine and complex circumstances.
Essential Job Functions
ESSENTIAL JOB FUNCTIONS
The individual in the Utility Technician/Operator I role is assigned specific assignments, job duties, scope, authority, responsibility, roles, and requirements as determined by the town, department, division, and pursuant to laws, regulations, and practices. Individuals in this position must be able to successfully perform, be responsible for, and/or assist in the fulfillment of many job functions and duties, with or without reasonable accommodations.
The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all-inclusive:
- Performs installation of Utility system pipelines (i.e. wastewater collection, water distribution), water service renewals, service turn on/offs, repair of valves, pipeline connections, fire hydrants, repair of utility street cuts, and construction duties necessary to provide for and maintain utility services for the Department.
- Operates and maintains equipment necessary to carry out the duties and functions assigned to this position, including but not limited to dump trucks, loader/backhoe, front-end loaders, air compressors, jackhammers, compactors, jet/vac. Truck, high-pressure jet sanitary sewer cleaners, pipe locate equipment and power tools.
- Performs designated service and preventive maintenance to utility systems such as sanitary sewer lift station pumps, water pump stations, pressure and gravity-flow pipelines, pressure-reducing valves (PRV), fire hydrants, water valves, meters, manholes, emergency generators, and monitoring, control systems.
- Constructs and performs maintenance/repair to water distribution and sanitary sewer and storm-water collection systems that include line cleaning, tree root extraction, catch basin cleaning, flushing water mains, exercising valves, repair, and installation of pipelines as directed.
- Assist with all routine and compliance samples required by the State Health Department and the EPA.
- Responds to citizen inquiries, answers citizens’ questions, responds to their complaints, and notifies citizens of impending work in a timely and professional manner.
- Assists with the coordination of outside contractors engaged in performing maintenance and repair work for the Town.
- Completes monthly meter readings for utility billing.
- Assists with the water disconnects for non-payment of utility accounts.
- Assumes operator "On-Call duty" as assigned.
- Assists in preparing complete and definitive reports in operational logs and ledgers and shares in staff discussions and evaluations of the water distribution and wastewater collection systems of the department.
- Observes all safety practices and policies of the town in the discharge of assigned duties and participates in Safety Committee activities.
- Performs preventive and repair maintenance on equipment as assigned.
- Performs data collection, updating Town Geographical Information System (GIS) for water and wastewater collection assets. Verifying access, location, operability, and making repairs as needed.
- Performs snow operation tasks in plowing, removing, and hauling snow and ice, along with applying deicers to streets and roads.
- Performs janitorial duties necessary for systems operation and maintenance.
- Performs utility locates for water, sewer, storm sewer, town-owned electrical lines, and town-owned fiber optic systems while closely following Utility Notification Center of Colorado requirements.
- Completes daily work orders.
Depending on organizational need, additional duties may include the following:
- The Utility Technician/Operator l position is part of the snow removal program which includes scheduled on-call responsibilities typically during the months of October to May. Utility Technicians/Operators are required to review and acknowledge the Snow Guidelines annually.
- The Utility Technician/Operator I position participates in the Shared Fleet Vehicle Program, which requires an annual motor vehicle record check.
- Performs other related duties as may be assigned or required.
- Performs related duties as established by law/ordinance or reasonably directed by the town.
- Assists other town departments/divisions, serves on employee committees and project teams, and performs other work as necessary.
Education, Knowledge, Skills, Abilities
Utilities Technician (Wastewater) I:
EDUCATION, EXPERIENCE, AND FORMAL TRAINING
- Must be at least 18 years old
- One (1) year of related experience in water and/or sewer distribution preferred, which should include basic hands-on mechanical experience with functional knowledge of pumps, valves, fire hydrants, and meters preferred.
- Any equivalent combination of training, experience, and education that provides evidence the candidate possesses the necessary knowledge, skills, and abilities to perform the essential functions of the job
- Must possess and maintain a valid Colorado Class B Commercial Driver's License with Tanker endorsement that meets the Town of Windsor’s standards, or have the ability to obtain within one (1) year of employment
- Must possess and maintain a Department of Transportation Medical Examiner’s Certificate
- Colorado Class (1) Water Distribution certification or Colorado Class (1) Wastewater Collection certification or ability to obtain one of these certifications within one year of employment?
- Flagger / Traffic Control Certification or ability to obtain within three (3) months of employment
- FEMA Certifications 100, 200, and 700 within one (1) year of employment
- CPR/1st Aid certification within three (3) months of employment

LICENSES OR CERTIFICATES
- Must possess and maintain a valid Colorado Class B Commercial Driver's License with Tanker endorsement that meets the Town of Windsor’s standards or have the ability to obtain within one (1) year of employment.
- Must possess and maintain a Department of Transportation Medical Examiner’s Certificate
- Colorado Class (2) Water Distribution certification or Colorado Class (2) Wastewater Collection certification and Colorado Class (1) certification in the opposite discipline of the class (2) certification.
- Flagger / Traffic Control Certification or ability to obtain within three (3) months of employment.

Utilities Technician (Wastewater) III:
EDUCATION, EXPERIENCE, AND FORMAL TRAINING

- Two (2) years of experience as a Utility Technician/Operator II for the Town of Windsor; or
- Four (4) years of related experience in water and/or sewer distribution preferred, which should include basic hands-on mechanical experience with functional knowledge of pumps, valves, fire hydrants, and meters
- Any equivalent combination of training, experience, and education that provides evidence the candidate possesses the necessary knowledge, skills, and abilities to perform the essential functions of the job
LICENSES OR CERTIFICATES
- Must possess and maintain a valid Colorado Class B Commercial Driver's License and tank endorsement certification that meets the Town of Windsor’s standards, or have the ability to obtain within one (1) year of employment
- Must possess and maintain a Department of Transportation Medical Examiner’s Certificate

- Skill in manipulating and operating heavy equipment and automobiles, dump trucks, jet/vac trucks, and utility tractors.
- Knowledge of safety rules and regulations established by State, Federal, and local jurisdictions as they relate and apply to wastewater utility operations and maintenance.
- Skill in utilizing hand tools for repairs and installation of water distribution and wastewater collection systems.
- Ability to read and understand written materials and verbal information and instruction.
- Ability to use and read maps, plans, and specialized equipment to complete underground utility locates.
- Ability to use basic mathematical skills in making basic calculations.
- Ability to identify correct installations of system components.
- Ability to work in confined spaces and other potentially hazardous environments.
- Ability to operate water distribution systems; and wastewater collection and pumping systems.
- Ability to communicate clearly and concisely, both orally and in writing.
- Ability to read and interpret maps, diagrams, plans, contracts, and specifications.
- Ability to physically access all utilities sites to perform duties, potentially in any weather and environmental conditions.
- Ability to respond to on-call duties on a routine rotating schedule and arrive on scene within 30 minutes to emergencies while on-call.
- Ability to establish and maintain effective working relationships.
- Computer data processing skills necessary for record-keeping programs for the town is desired.
- Ability to efficiently and effectively use a “Smart” mobile phone device.
- Ability to successfully pass the Department of Transportation (DOT) mandated physical examination as required, and the controlled substance/alcohol tests on a random basis.
Materials and equipment used include, but may not be limited to the following:
- Equipment: This position requires the use of a variety of equipment: computers, tablets or other digital equipment, digital cameras, copiers, printers, scanners, fax machines, and telephones. May include operating a jet/vac combination truck, sewer camera, and other technical equipment to inspect sewer mains or locate underground utilities. Will also operate a backhoe, loader, pull trailers, single and tandem dump/snowplow trucks.
- Materials: This position requires the use of a variety of materials: pipes, valves, hoses, cameras, cable, and suction apparatus on the vac truck.
