Under general supervision, to perform responsible, varied, and complex administrative analysis work in a variety of fields; may act as lead analyst to other technical staff or may supervise subordinate clerical staff. Work at this level is characterized by independent development and employment of methodology and techniques. For exact salary information please refer to the current salary schedule. Distinguishing Characteristics This is a specialized Staff Services Analyst classification for positions which have responsibility for staff development and/or support services in the assigned department. Incumbents may have responsibilities for supervising and coordinating assigned work areas and staff, provide analysis, and assessment of the impact of legislation and regulations on department programs and services, and may provide training and staff development programs. Reports to Designated departmental administrator depending on assigned department. Classifications Supervised Eligibility Workers I/II/III, or Family Support Officers I/II, Family Support Technicians, or Health Assistants I/II/III, or may provide lead direction only without supervisory responsibilities. Examples of Duties Plans, assigns, and assists in the review and analysis of department operations, policies, and procedures; provides project guidance and oversight for assigned personnel; analyzes the impact of legislation, rules, and regulations on department functions and services; conducts individual and group conferences to discuss or interpret rules, regulations, and policies; assists in determining the need for staff training and development on program and regulation implementation; assists in the preparation and implementation of training programs on the impacts and compliance with rules and regulations; reviews and ensures implementation of staff development and training plans; assists in the preparation and monitoring of contracts executed by the assigned department; prepares department reports such as the comprehensive annual plan; gathers and analyzes data regarding department services and operations; assists in making the recommendations on department policies, procedures, and operations; performs special studies and research projects; represents the department at meetings; confers with department management regarding policies, procedures, staffing, and equipment needs. Knowledge General principles of public administration. Principles and practices of assigned areas of specialization including legislation and regulation analysis and staff development and training. Public human services program goals, requirements, and operations. Policies, procedures, and programs of the assigned County department. In-depth and interactive interviewing and information gathering techniques. Research and information gathering methods and procedures. Computer methods, software, and systems used in public human services program administration. Principles, techniques and practices of project planning, development, and coordination and staff development. Desired Skills Perform a variety of legislative, regulation, and administrative analysis work. Provide direction and coordination for assigned staff. Evaluate information and assist in developing recommendations regarding department policies and staff development requirements. Assist in preparation and implementation of staff development and training programs. Interpret, explain, and apply a variety of federal, state and county public assistance policies, rules, procedures, and regulations. Collect, interpret, and evaluate narrative and statistical data. Communicate effectively orally and in writing including the reparation of clear and concise records and reports. Effectively communicate with people from diverse ethnic and cultural backgrounds. Explain complex regulations and programs in an easily understandable manner. Effectively represent the designated department in answering questions, responding to inquiries, providing assistance, and dealing with concerns from the public, community organizations, other county staff, and other agencies. Establish and maintain cooperative working relationships with the public and staff. Typical Qualifications Training and Experience: Required Any combination of training or experience that would provide the knowledge and skills to successfully perform the listed duties is qualifying. A typical way, but not required, to obtain the required knowledge and skills would be: One (1) year of experience in a position requiring analysis of legislation and regulations and preparation of training and staff development plans equivalent to a county Staff Services Analyst I. Special Requirements Some departments may require the possession of a valid and appropriate driver's license. Supplemental Information Typical Physical Requirements Sit for extended periods; frequently stand and walk; normal manual dexterity and eye-hand coordination; lift and move objects weighing up to 25 pounds; corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer, telephone, calculator, copiers, FAX, and other related peripheral equipment such as printers and scanners. Typical Working Conditions Work is performed in an office environment. Continuous contact with staff and the public. 12 paid holidays (96 hours) per year, plus 3 floating holidays Vacation Two (2) weeks per year during the first five (5) years of service; Three (3) weeks a year - five (5)- ten (10) years of service; Four (4) weeks a year - Ten (10) plus years of service;. Note - accrued vacation leave may not be used until after six months of employment. Sick Leave Sick leave shall accrue from the date of initial employment at the rate of 3.7 hours per pay period (which is equivalent to 96 hours per years) for regular full-time employees with no maximum accrual. Unused sick leave may be converted to PERS service credit upon retirement. Health Plan Siskiyou County contracts with CalPERS for medical insurance. Effective 1/01/2024, the County will contribute 90% of the Region 1 CalPERS Gold health plan. Effective 1/01/2025, the County will contribute 85% of the Region 1 CalPERS Gold health plan. Dental Plan Effective 1/01/2024 the County contributes 90% of the dental premium. Effective 1/01/2025 the County contributes 85% of the dental premium. Vision Plan Effective November 2022 the County provides vision insurance for employees and their dependents. Life Insurance The County will maintain life insurance for $50,000. Retirement The County is in the Public Employees' Retirement System (CalPERS) coordinated with Social Security. 2% at 55 years of age and single highest year calculation for final compensation (generally for employees hired prior to 11/02/12) 2% at 60 years of age and highest three year average for final compensation (generally for employees hired between 11/02/12 - 12/31/12) 2% at 62 years of age and highest three year average final compensation (generally for employees hired on or after 1/01/13) Member contribution Employees hired prior to November 2, 2012, pay the required seven percent (7.0%) member contribution, on a pre-tax basis. Employees hired after November 1, 2012, who are not classified as a new member pay the required seven percent (7.0%) member contribution, on a pre-tax basis. Employees hired after December 31, 2012, who are classified as a new member will pay one half of the total normal cost as determined annually by CalPERS on a pre-tax basis. Miscellaneous Deferred Compensation plans available through specified companies. IRC Section 125 plan available for pre-tax payroll deductions for contributions towards un-reimbursed medical expenses and dependent care.
