Job Description
- The Project Manager, Information Technology & Data, is responsible for coordinating, tracking, and supporting the successful delivery of Partners' strategic initiatives across technology, data, cybersecurity, analytics, and innovation. The position translates the organization's Strategic Plan and IT & Data goals into structured projects with clearly defined scope, schedules, milestones, responsibilities, risks, dependencies, budgets, and measurable outcomes.
- Working under the direction of the Chief Information Officer, the Project Manager will maintain an enterprise view of the IT & Data project portfolio and provide leadership with timely, accurate information on progress, risks, resource constraints, decisions, and expected benefits. The role will partner with IT, Data and Analytics, Finance, Operations, Compliance, program leaders, vendors, and other stakeholders to ensure projects are coordinated, governed, and aligned with Partners' mission and strategic priorities.
- The successful candidate will combine strong project-management discipline with excellent communication, relationship-building, organizational, and problem-solving skills. This individual must manage multiple concurrent initiatives while working effectively in a collaborative, mission-driven healthcare and community-services environment.
Strategic Plan and Portfolio Management
- Translate Partners' Strategic Plan and approved IT & Data goals into actionable projects, work plans, milestones, deliverables, and performance metrics.
- Maintain a centralized portfolio of all active, planned, deferred, and completed IT and Data initiatives.
- Develop and maintain an integrated portfolio roadmap that outlines project timelines, priorities, dependencies, resource requirements, and organizational impacts.
- Coordinate the annual and quarterly planning for IT and Data initiatives.
- Support project intake, evaluation, prioritization, sequencing, and approval.
- Confirm that proposed initiatives have a defined business need, an executive sponsor, a business owner, a scope, expected benefits, a resource plan, and success measures.
- Identify overlapping, competing, or duplicative initiatives and recommend opportunities to consolidate or improve coordination.
- Track progress toward strategic goals and provide evidence of how projects contribute to service quality, operational performance, risk reduction, revenue, client outcomes, or workforce experience.
- Maintain records of deferred or paused projects, including the reason, required decision, dependencies, and conditions necessary to resume work.
Project Planning and Delivery
- Develop project charters, schedules, work breakdown structures, communication plans, risk registers, decision logs, resource plans, and status reports.
- Facilitate project kickoff meetings and confirm the project scope, governance, roles and responsibilities, deliverables, and decision-making authority.
- Coordinate project activities across technical, data, operational, clinical, financial, compliance, and vendor teams.
- Monitor project scope, schedule, cost, quality, risks, issues, dependencies, and expected benefits.
- Identify barriers to delivery and collaborate with project sponsors and stakeholders to develop corrective action plans.
- Escalate material risks, delays, resource conflicts, unresolved decisions, and scope changes to the appropriate leader.
- Manage project changes through a documented review-and-approval process.
- Ensure that project requirements, decisions, approvals, test results, training materials, and implementation documentation are maintained.
- Coordinate user acceptance testing, implementation readiness, go-live activities, and post-implementation stabilization efforts.
- Conduct project closeout reviews and document outcomes, lessons learned, outstanding work, and benefit realization.
Executive Reporting and Performance Monitoring
- Develop concise weekly, monthly, and quarterly portfolio reports for the Chief Information & Innovation Officer and other executive leaders.
- Prepare executive-level summaries that clearly communicate project health, accomplishments, upcoming milestones, risks, dependencies, budget considerations, and required decisions.
- Maintain dashboards that display project status using consistent criteria, including scope, schedule, budget, resources, risk, and benefits.
- Track IT and Data strategic goals, metrics, and KPIs in partnership with designated goal owners.
- Support the preparation of appropriate IT and Data updates for the executive leadership team and the Board of Directors.
- Validate project status information with project owners before distributing the reports.
- Maintain an executive decision log and follow up on assigned actions and commitments.
- Provide early warning when project performance, resource capacity, vendor delivery, or organizational readiness could affect strategic objectives.
IT and Data Governance
- Support IT and data governance, project prioritization, and portfolio review meetings.
- Prepare agendas, supporting materials, decision requests, meeting notes, and action-item tracking.
- Ensure projects complete the required business, technical, data, security, privacy, compliance, accessibility, and financial reviews.
- Help establish and consistently apply project management standards, templates, stage gates, and reporting practices.
- Coordinate with the IT and Data teams to ensure that project requirements align with enterprise architecture, data governance, cybersecurity, integration, and reporting standards.
- Confirm that project documentation is complete, current, accessible, and properly retained.
- Monitor adherence to established project-approval and change-control procedures.
- Promote consistent definitions and status-reporting practices across the IT and Data portfolio.
Stakeholder and Cross-Functional Coordination
- Build strong working relationships with executives, department leaders, program teams, technical staff, data professionals, vendors, and community partners.
- Facilitate meetings that yield clear decisions, ownership, actions, and deadlines.
- Translate technical and data-related information into clear business language for non-technical audiences.
- Clarify stakeholder expectations and address gaps in project roles, responsibilities, or decision-making authority.
- Coordinate dependencies among IT, Data, Finance, Compliance, Human Resources, Operations, and program teams.
- Help business and program leaders understand the time, resources, decisions, and operational involvement required for successful project delivery.
- Encourage timely stakeholder engagement and raise concerns when limited participation could put a project at risk.
- Support transparent communication about priorities, project constraints, and delivery expectations.
Vendor and Contract Coordination
- Coordinate vendor project plans, deliverables, timelines, dependencies, risks, and status reports.
- Track vendor commitments and validate completion with the relevant technical and business owners.
- Support the development and review of scopes of work, deliverables, acceptance criteria, implementation plans, and project schedules.
- Monitor project-related invoices and expenditures in partnership with Finance, contract owners, and the Chief Information & Innovation Officer.
- Identify vendor performance concerns and document corrective actions.
- Assist with vendor implementation meetings, escalation processes, and acceptance of deliverables.
- Ensure vendor activities align with Partners' security, privacy, data, documentation, and project governance requirements.
Risk, Compliance, and Change Management
- Maintain project-level risks, issues, assumptions, dependencies, and mitigation plans.
- Coordinate with security, privacy, compliance, legal, and business stakeholders when projects involve protected health information, sensitive data, or regulated activities.
- Ensure appropriate consideration of HIPAA, cybersecurity, data sharing, records management, accessibility, and organizational policies.
- Incorporate organizational readiness, communications, training, adoption, and workflow changes into project plans.
- Develop or coordinate stakeholder communication and training plans.
- Track adoption and post-implementation performance to determine whether the solution delivers the intended results.
- Escalate unresolved compliance, security, privacy, or operational risks prior to implementation.

Required Qualifications
- Bachelor's degree in business administration, information technology, healthcare administration, project management, data analytics, public administration, or a related field. Equivalent experience may be considered.
- Five or more years of progressively responsible project management experience.
- Demonstrated experience managing multiple technology, data, business-process, or enterprise application projects.
- Experience developing project plans, schedules, risk registers, status reports, decision logs, and executive presentations.
- Experience coordinating cross-functional teams in a matrix environment.
- Demonstrated ability to manage competing priorities, dependencies, deadlines, and stakeholder expectations.
- Strong written, verbal, facilitation, and executive communication skills.
- Ability to communicate technical and data concepts clearly to business and program stakeholders.
- Proficiency with project management, collaboration, presentation, and reporting tools.
- Strong working knowledge of Microsoft 365 applications, including Excel, PowerPoint, Teams, SharePoint, and related tools.
Preferred Qualifications
- Project Management Professional certification or a comparable project-management credential.
- Experience in healthcare, community-based services, nonprofit organizations, care management, or social service delivery.
- Experience supporting projects involving HIPAA, protected health information, cybersecurity, privacy, or regulatory compliance.
- Experience with Salesforce, Tableau, Microsoft Power BI, Microsoft Fabric, Snowflake, or comparable platforms.
- Experience in data governance, data quality, analytics, systems integration, or reporting modernization.
- Experience coordinating vendor-led implementations and reviewing Statements of Work.
- Familiarity with change management practices and user adoption planning.
- Experience preparing portfolio reporting for executive or board-level audiences.
- Familiarity with Agile, Waterfall, and hybrid project delivery approaches.
