E911 Communications Officer

E911 Dispatcher/Jailer

The E911 Dispatcher/Jailer operates the 911 system, assigns law enforcement and other emergency services providers to calls for service, and communicates important public safety information to emergency responders and the public. The E911 Dispatcher/Jailer is responsible for the care and custody of prisoners while they are in jail in accordance with Oklahoma Jail Standards.

Essential Job Functions

An employee in this position may be called upon to do any or all of the following essential duties:

  1. Work on shifts performing the duties as the E911 Dispatcher/Jailer and related duties associated with the dispatching of emergency services.
  2. Use sound judgement in deciding course of action; handle difficult or emergency situations with or without assistance.
  3. Exchange information between multiple service providers and users via telephone, teletype, fax, computer, email and radio.
  4. Monitor telephones, radios, E-911 equipment, OLETS terminals, mapping system, CADS, and computers associated with Communications Center. Answer calls for service.
  5. Maintain a log of radio and telephone communications and location of personnel and equipment in the event of an emergency situation. Maintain on-going contact with responding personnel and keep personnel informed of all incoming pertinent information.
  6. Maintain official records related to the Communications Center and Jail.
  7. Assist in the booking, searches and release of prisoners as needed.
  8. Dispatch for emergency responses: broadcast nature, location and time of call. Contact all required personnel in the event of an emergency situation; relay information as required.
  9. Maintain the dispatch work area and equipment in a clean and orderly fashion.
  10. Maintain a harmonious relationship within the Communications Center, the Police Department, other law enforcement agencies and personnel and the members of the public.
  11. Follow all City administrative policies, departmental policy and procedures, Twenty-One Standards of Conduct, department's mission statement, oath of office and lawful directives and practices. Carry out duties in conformance with Federal, State, County, and City laws and ordinances.
  12. Assist in the administration of the standard operating policies and procedures and practices of the Coweta Police Department.
  13. Performs security patrols in the jail area.
  14. Attend and participate in meetings.
  15. Serve as a member of various employee committees as needed.

An employee in this position must have the following knowledge, skills, and abilities upon application:

  • Modern law enforcement principles, procedures, techniques and equipment.
  • Handle stress effectively without it interfering with performance.
  • Operation of two-way radios, telephones, copy machine, fax machine, word processor and computer related equipment and programs.
  • Organize, set priorities, and exercise sound independent judgment within areas of responsibility.
  • Exercise sound judgment in evaluating situations and in making decisions.
  • Communicate clearly and effectively, both orally and in writing.
  • Ability to effectively deal with injured, angry or difficult callers.
  • Control personal and emotional reactions to all situations.
  • Ability to establish and maintain effective working relationships with peers and supervisors;
  • Ability to learn applicable laws, ordinances, department rules and regulations.
  • Ability to follow verbal and written instructions.
  • Ability to learn the City's geography.
Typical Qualifications

Experience Required: Any equivalent combination of experience and education may be considered. Minimum Education Requirements: Graduation from a high school or GED equivalent.

Hepatitis B Vaccination is available. Primary Work Location: Police Department Communications Center. While performing the duties of this job, the employee frequently works in an office setting. The noise level in the work environment is usually moderate. While performing the duties of this job the employee is frequently required to sit, talk, and hear. Hand-to-eye coordination is necessary to operate computers and various equipment. The use of hands to finger, handle, feel or operate objects, tools or controls and reach with hands and arms is required. The employee is occasionally required to stand, walk, climb or balance, stoop, kneel, crouch or crawl; and taste and smell. The employee must occasionally lift and/or move more than 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Other requirements: Must be 21 years of age at the time of employment. Must be able to read and write the English language. Must be able to verbally communicate to exchange information. Must not have been convicted in state or federal court for any felony, crime of moral turpitude, or a crime of domestic violence. Must be a United States citizen or resident alien status, as defined by U.S. Citizenship and Immigration Services. Must be proficient in the use of, two-way radio, telephone, pager, computer-related equipment and programs, fax machine and copy machine. Must not have been involuntarily committed to an Oklahoma state mental institution. Certifications: Possession of a valid driver's license without a record of suspension or revocation in any state. Within six (6) months of appointment as E911 Dispatcher/Jailer, must satisfactorily complete the minimum OLETS approved certification course and satisfactorily pass all written examinations required for OLETS certification. Must have fingerprint clearance from the Federal Bureau of Investigations and the Oklahoma State Bureau of Investigation.
