Procurement Specialist III

Lead complex procurement and subcontract activity for high-visibility, high-value programs supporting commercial, government, aviation, and international customers. This role owns sourcing, negotiations, supplier performance, compliance, and purchase-order or subcontract execution across the full program lifecycle.

The strongest candidate has at least five years of procurement experience, can independently manage complex supplier agreements, understands regulated contracting requirements, and is comfortable leading negotiations and cross-functional decisions with limited oversight.

Responsibilities

• Execute and manage complex, high-visibility purchase orders, interorganizational transfers, and subcontracts for materials, software, and services.
• Maintain compliance with applicable government, customer, and company requirements throughout research and development, low-rate initial production, deployment, sustainment, and program closeout.
• Partner with program management, quality, finance, contracts, global trade, legal, and other Integrated Product Team stakeholders.
• Identify, evaluate, and develop strategic suppliers with emphasis on quality, reliability, cost, schedule, and risk.
• Lead bid and proposal activity, supplier agreements, nondisclosure agreements, teaming agreements, and subcontract statement-of-work development.
• Perform price analysis, supplier due diligence, risk and opportunity assessment, shortage analysis, and contingency planning.
• Lead negotiations covering price, schedule, terms, conditions, and supplier commitments.
• Manage supplier performance against cost, schedule, quality, and contractual requirements.
• Resolve purchase-order and subcontract invoice questions, approvals, and related issues.
• Interpret and implement procurement policies, procedures, process instructions, and operational workflows accurately.

Qualifications

• Bachelor's degree and at least five years of relevant experience, or an advanced related degree and at least three years of experience.
• Prior procurement experience managing sourcing, orders, supplier performance, or subcontracts.
• U.S. Person status, defined as a U.S. citizen, lawful permanent resident, refugee, or asylee.
• Proficiency with Microsoft Word, Excel, and PowerPoint.
• Demonstrated negotiation, price-analysis, supplier-management, and compliance skills.
• Ability to manage multiple priorities independently and respond with urgency.

Preferred Qualifications

• Master's degree in business, supply chain, contracts, finance, or a related discipline.
• Experience with FAR, DFARS, FAA Acquisition Management System requirements, and import/export regulations.
• Experience developing statements of work and managing complex subcontract documentation.
• Experience with SAP or a comparable ERP procurement system.
• Experience leading cross-functional teams in aerospace, defense, aviation, electronics, or another regulated environment.
