Associate Engineer

The City of Norwalk is seeking a motivated Associate Engineer to join its Public Services Department. The Associate Engineer will perform a variety of challenging and complex professional office and field engineering work under direction. This includes performing a wide range of civil engineering duties in the planning, design, construction, and administration of public works and capital improvement projects for City streets, traffic signals and streetlights, water distribution and treatment facilities, wastewater collection systems, stormwater facilities, and development projects; applying sound engineering principles and exercises independent judgment in managing projects from concept through completion while ensuring compliance with applicable laws, regulations, standards, and best practices; may assist with the management and coordination of the division's operations and maintenance programs and activities including maintenance, repairs, inspection, and system improvement; supports regulatory compliance; coordinating with staff, contractors, consultants, and other agencies to ensure the safe, reliable, and efficient operation of the City's infrastructure; ensuring compliance with current industry practices, codes, regulations and ordinances; ensuring work quality and adherence to established policies and procedures; responding to questions and inquiries from the general public, developers, contractors, engineering professionals, and City staff regarding engineering and developmental projects; and performing related work as required.

Essential duties include, but are not limited to, the following:

• Develops comprehensive engineering plans, specifications, cost estimates, schedules, and contract documents for the design and construction of public works and capital improvement projects.
• Prepares scopes of work, engineering studies, design plans, technical specifications, and construction cost estimates for streets, traffic signals, street lighting systems, water distribution and treatment facilities, wastewater collection systems, stormwater infrastructure, and other municipal public works facilities.
• Assists with the oversight of the design and delivery of capital improvement projects by coordinating with consultants, contractors, utility providers, regulatory agencies, and City staff; oversees the work of professional engineering consultants as assigned.
• Performs construction management and contract administration activities, including field inspections, progress meetings, change order review, payment recommendations, project documentation, and final project closeout.
• Reviews engineering plans, specifications, calculations, development proposals, and construction documents for technical accuracy, constructability, and compliance with applicable engineering standards, codes, regulations, and City ordinances.
• Performs engineering calculations, technical analyses, and plan reviews related to public infrastructure, development projects, and municipal engineering programs.
• Participates in procurement activities by preparing Requests for Proposals (RFPs), Requests for Qualifications (RFQs), bid documents, and technical specifications; evaluates proposals and bids and recommends the selection of consultants, contractors, and vendors.
• Conducts technical research, analyzes engineering and operational data, and prepares technical studies, master plans, reports, City Council agenda reports, presentations, and recommendations for City management, commissions, and the City Council.
• Develops, monitors, and manages project schedules, budgets, expenditures, and performance to ensure projects are delivered on time and within budget.
• Prepares and administers applications for grants, permits, and regulatory approvals from federal, state, regional, and special district agencies; monitors compliance with grant requirements and funding agreements.
• Prepares, reviews, or coordinates regulatory compliance reports related to municipal utilities and public infrastructure systems.
• Serves as a technical resource and liaison to City departments, elected officials, developers, engineers, consultants, contractors, regulatory agencies, utility providers, and members of the public.
• Maintains complete and accurate project records, contract files, engineering documentation, and correspondence throughout the project lifecycle.
• Ensures project compliance with applicable federal, state, regional, and local environmental regulations, permitting requirements, engineering standards, and industry best practices.
• Performs related engineering and project management duties as assigned.

Qualification guidelines include knowledge of principles and practices of civil engineering related to the planning, design, construction, operation, and maintenance of public works infrastructure; applicable federal, state, and local laws, codes, regulations, and engineering standards; preparation of engineering plans, specifications, cost estimates, and contract documents; surveying, construction inspection, materials testing, and contract administration; project management, budgeting, scheduling, and regulatory compliance for public utilities; and experience with engineering software applications, including AutoCAD and Geographic Information Systems (GIS). Ability to perform civil engineering related work including design, construction management, inspection, and administration of public works and capital improvement projects; prepare, review, and interpret engineering plans, specifications, reports, cost estimates, and technical documents; perform engineering analyses and ensure compliance with applicable laws, regulations, standards, and contract requirements; manage multiple projects and coordinate the work of consultants, contractors, agencies, and other stakeholders; prepare clear and concise reports and presentations; communicate effectively, both orally and in writing; establish and maintain effective working relationships; and exercise sound professional judgment in resolving engineering and project-related issues; and complete tasks independently with the appropriate sense of urgency.

Physical demands and work environment include mostly office settings with some outdoor work required in the inspection of various land use developments, construction sites, or public works facilities. Hand-eye coordination is necessary to operate drafting instruments, computers and various pieces of office equipment. While performing the duties of this job, the employee is occasionally required to stand; walk; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk or hear; and smell. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration. The noise level in the work environment is usually quiet to moderate.
