SILTT is searching for an experienced and innovative Cable Landing Station (CLS) Station Manager to assume total ownership of our mission-critical subsea termination infrastructure. The ideal candidate is a blend of a technical strategist, an operations expert, and a polished, client-facing leader. You will hold overall responsibility for the secure, compliant, and continuous 24/7/365 operation of the Cable Landing Station, its critical backup facilities, and its advanced optical networking systems. Serving as the primary on-site point of contact for all submarine cable system operations, you will manage network availability, critical facilities infrastructure, and marine maintenance coordination. In this role, you will focus on providing operational leadership, infrastructure management, and engineering ingenuity towards a large array of challenges and innovations within the telecommunications sector. Key responsibilities include, but are not limited to, the following:
- Responsibility 1: Customer Representation & SLA Accountability
Act as the primary on-site representative and face of SILTT to the Customer. Ensure the facility consistently meets or exceeds all Service Level Agreements (SLAs), KPI targets, and contractual deliverables. Maintain unyielding professionalism in all client communications and high-stakes scenarios. - Responsibility 2: Telecommunications & Subsea Tech Management
Oversee the health and operational readiness of the station’s telecommunications systems, including Submarine Line Terminal Equipment (SLTE), Power Feed Equipment (PFE), DWDM optical transmission components, and terrestrial backhaul interconnects. Coordinate closely with NOC teams to monitor network health, signal performance, and fault alarms from terminal equipment. - Responsibility 3: Critical Infrastructure & Facilities Management (Power, Grounding, & HVAC)
Maintain 100% operational availability for all critical support infrastructure, including UPS systems, diesel generators, fuel inventory, rectifiers, high-voltage DC plants, HVAC/CRAC units, environmental control systems, fire suppression, and specialized station grounding systems. Conduct regular facility walk-throughs and routine infrastructure inspections to ensure the entire physical plant is operating at peak efficiency. - Responsibility 4: Incident Command & Fault Restoration
Serve as the on-site Incident Commander during cable or station outages. Coordinate urgent restoration efforts alongside the NOC, transmission engineers, submarine cable consortiums, and marine maintenance authorities during fault isolation. Maintain meticulous incident logs, Root Cause Analyses (RCAs), and post-restoration reports. - Responsibility 5: Change Management, QA/QC & Maintenance Control
Manage and approve all maintenance and vendor scheduling following established CAB (Change Advisory Board) and ITIL change protocols. Administer and maintain a comprehensive Quality Assurance/Quality Control (QA/QC) program governing all physical plant operations, equipment modifications, and testing protocols. Validate Methods of Procedure (MOPs) and ensure strict risk mitigation strategies for all planned outages to protect system continuity. - Responsibility 6: Procurement, Asset Lifecycle & Inventory Control
Take full ownership of the station’s supply chain, procurement processes, and asset management frameworks. Maximize station readiness by establishing rigorous inventory controls for critical spares (such as SLTE/PFE circuit cards, fiber patching materials, and safety gear) and bulk consumables. Negotiate, administer, and hold third-party vendors accountable to strict Service Level Agreements (SLAs) within their service and maintenance contracts, ensuring all capital assets are tracked from procurement through decommissioning in compliance with corporate audit standards. - Responsibility 7: Talent Acquisition, Retention & Leadership
Take full ownership of the on-site team lifecycle, including the recruiting, interviewing, hiring, training, and retention of a highly professional technical team (network, facility, and security technicians). Manage 24/7 on-call rotations and ensure scheduling matches site operational requirements while maintaining a solid compliance posture regarding local and national labor laws. - Responsibility 8: Governance, Security & Outside Plant (OSP) Oversight
Maintain all physical security standards (CCTV, access control, fire suppression, perimeter integrity) and manage host-country regulatory/licensing documentation. Oversee cable landing/repair activities, beach manhole (BMH) access security, and monitor the physical integrity of the OSP cable path from the CLS to the shore. - Responsibility 9: Innovation & Efficiency Improvements
Actively identify, propose, and implement operational efficiencies and technological innovations. Drive continuous improvement strategies to optimize station energy usage (PUE), streamline operational workflows, and modernize station processes.
- Pre-employment Screening: Must be able to successfully pass a comprehensive background investigation.
- Experience: Minimum of 7–10 years of progressive experience in subsea telecommunications, data center operations, or critical infrastructure facilities, with at least 3–5 years spent in a direct supervisory or station management capacity.
- Education & Equivalency: Bachelor’s degree in Electrical Engineering, Telecommunications, or a related technical field; OR a technical trade certification (e.g., Journeyman Electrician, BICSI Tech) combined with an Associate's degree; OR equivalent military/industrial field experience (e.g., 10+ years of hands-on experience in high-consequence critical infrastructure).
- Technical Literacy: Strong knowledge of submarine cable systems, DWDM transmission, and terminal equipment (e.g., SubCom, ASN, NEC). Deep operational understanding of critical infrastructure power environments (DC plants, rectifiers, UPS, gensets, grounding).
- Process Compliance: Familiarity with operational frameworks, including ITIL change control, MOP validation, and risk management strategies.
- Regulatory & Labor Literacy: Working knowledge of localized labor laws, employment best practices, and international telecom host-country guidelines.
- Soft Skills: Impeccable client-facing professionalism, exceptional leadership, decisive action as an incident commander under pressure, and clear communication skills.
- Operational Availability: Ability to manage and support 24/7/365 mission-critical operations and handle emergency escalations.
- Strong knowledge of submarine cable systems, DWDM transmission, and terminal equipment (SubCom, ASN, NEC, TE SubCom, etc.)
- Experience managing power systems (DC plants, UPS, gensets) and environmental systems (HVAC, grounding, fire suppression).
- Familiarity with ITIL and ISO 27001/22301 standards for operations and business continuity.
- Proven leadership, vendor management, and communication skills.
DESIRED QUALIFICATIONS:
- Certifications & Frameworks: Project Management Professional (PMP) certification, ITIL foundations, Uptime Institute Accredited Tier Specialist (ATS), or familiarity with ISO 27001/22301 standards. (Candidates not holding these credentials must be willing and able to obtain certifications upon request).
- Safety Credentials: Active NFPA 70E certification, OSHA 10/30-Hr card, or equivalent industrial safety training (or ability to obtain upon hire).
- Marine Operations: Prior experience directly coordinating with marine maintenance vessels, subsea consortium management boards, or managing shore-end beach manhole (BMH) assets.
This position is located on-site at our Cable Landing Station facility in Carlsbad, CA. This is a full-time position reporting directly to the Regional Program Manager. While this role is intended to hold regular business hours, the nature of a 24/7/365 mission-critical infrastructure environment requires ongoing operational oversight, emergency on-call response, and active incident command capabilities to guarantee zero downtime for the submarine cable systems. Some travel may be required for periodic support as needed. Please note that this position is not eligible for visa sponsorship.
