This is a leadership position responsible for managing the OIDD Division of Quality Management, including contract compliance reviews, licensing reviews, provider enrollment/qualification, post-payment reviews, inquiries related to Quality Management for OIDD, material deficiency notices, and incident management reporting. Additionally, the role manages community operations for contracted providers across all Office programs and initiatives to ensure overall provider compliance within a quality framework. This position:
- Manages OIDD's quality improvement organization (QIO) review process, including contract compliance and licensing reviews for all Home and Community-Based settings; manages the solicitation process for QIO vendors in coordination with procurement; routinely analyzes and reviews data for the OIDD provider dashboard, including trend monitoring and ad hoc reporting. Manages the state plan with the Human Services Research Institute (HSRI) regarding the National Core Indicators (NCI) In-person Interviews and manages the state's participation in the Staff Stability Workforce Surveys.
- Manages the Incident Management System (IMS) and reporting for all OIDD-contracted and shared providers regarding the reporting of critical incidents, allegations of abuse, neglect, and exploitation (ANE), and deaths; oversees OIDD staff who participate in these activities; develops and provides oversight for the mortality review process; reports to SC Department of Health and Human Services (DHHS) regarding incidents and findings on a regular basis; monitors and tracks data for the OIDD provider dashboard and ad hoc reporting; acts as a main point of contact for DHHS in regards to Office of Inspector General (OIG) reports and Home and Community Based Waiver Evidentiary Reports and associated follow-up.
- Manages inquiries related to Quality Management for OIDD.
- Provides oversight for the Office's material deficiencies/corrective action plan (CAP) process in coordination with Office leadership and related program areas; provides recommendations to leadership based on Directives/Office administrative standards for providers to receive notification of material deficiencies; coordinates responses to and monitoring of provider CAPs, including ensuring the completion of CAP activities.
- Provides oversight for Office Community Operations, including the management of staff in the Provider Qualifications and Enrollment and Program Integrity units.
- Manages and provides oversight for the development of training materials for the Learning Management System (LMS), including supervising and working with subject matter experts across the Office, and the LMS vendor to identify topics and develop training to support providers and persons supported by OIDD. Provides training to providers and other populations as needed regarding standards, directives, and reporting requirements as they relate to quality management.
- Performs additional duties as assigned.
This position is located at BHDD-OIDD's Central Office in Cayce, SC.

A Bachelor's degree and relevant program management experience.
A Master's degree in Human Services or related field and four (4) years experience in administration, quality assurance, organizational behavior/change, supervision and/or teaching; or a Bachelor's degree in a Human Services or related field and six (6) years experience in administration quality assurance, organizational behavior/change; supervision and/or teaching. Knowledge of quality assurance and quality improvement methodologies; extensive knowledge of nationally recognized quality metrics; federal Medicaid reporting requirements; knowledge of the Office of Intellectual and Developmental Disabilities (OIDD) service delivery system, provider network, and its approach to quality assurance, quality improvement and consumer-oriented risk management activities. Ability to work cooperatively in a team and with multiple stakeholders; ability to motivate others to change and grow; ability to supervise others; ability to analyze and utilize data to demonstrate the effectiveness and efficiency of the program; ability to work with executive team and across multiple agency programs.
