We are seeking an experienced Business Analyst / Change Management Analyst to join the Department of Medical Assistance Services (DMAS) in Richmond, VA. Supporting the Financial Accounting System (FAS) Design, Development, and Implementation (DDI) project and Medicaid Enterprise System (MES) modules, this role manages end-to-end IT deliverable processing, version control, release workflows, and change management governance across vendor, SME, and PMO teams.

- Work Arrangement: 100% Remote (Must pick up IT equipment IN PERSON in Richmond, VA prior to day one; standard hours M F, 8:00 AM 5:00 PM EST)
- Role Type: Contract (9 Months with extension potential)
- Interview Process: Either Remote (Teams) or In-Person
- Compliance Requirement: Must physically reside within the US for the duration of the engagement (offshore work is strictly prohibited).
Key Responsibilities
- Deliverable Processing & Workflow Management: Manage intake, tracking, logging, version control, and routing of hundreds of complex IT project deliverables (design documents, test plans, work plans) across vendor modules and internal PMO teams.
- Change & Release Management: Enforce structured Change and Release Management practices for FAS DDI projects and MES Operations & Maintenance (O&M) change requests.
- Program Librarian & Governance: Serve as central program librarian ensuring all technical specifications, release documentation, and artifact repositories maintain strict version control and audit compliance.
- Cross-Functional Stakeholder Alignment: Act as the central IT liaison between MES software vendors, Subject Matter Experts (SMEs), PMO leads, and executive leadership to facilitate deliverable reviews, approvals, and rejections.
- Project Reporting & SDLC Tracking: Participate across all SDLC phases; maintain tracking logs and database records to generate ad-hoc/recurring status dashboards on vendor deliverables and release readiness.
Required Skills & Qualifications
- IT Environment Experience: 5+ years of hands-on experience working within complex IT application development or enterprise software environments.
- Change & Release Management: 5+ years of experience applying Change and Release Management methodologies, strict version control, and artifact library management.
- SDLC & Technical Artifact Knowledge: 5+ years navigating the Systems Development Life Cycle (SDLC) with functional understanding of technical documentation (e.g., technical design documents, test strategies, work breakdown structures).
- Workflow Processing & Tracking: 5+ years of experience tracking project work orders, routing deliverables, maintaining logs, and generating status reports.
- Communication Skills: 5+ years of professional communication and cross-functional coordination skills partnering with technical vendors, SMEs, and project managers.
- Onsite Equipment Retrieval: Ability to travel in person to Richmond, VA to retrieve state-issued IT hardware prior to starting.
Preferred Qualifications
- Healthcare Domain Experience: Prior experience within Medicaid, Medicare, Medicaid Enterprise Systems (MES), or public sector health and human services programs.
