The Onshore Program Manager will serve as the primary day-to-day leadership interface between the client and the CitiusTech delivery organization for the Modernization Program. This role is accountable for program governance, stakeholder management, delivery oversight, risk management, milestone execution, and executive communication across all phases of the engagement.

The Program Manager will partner closely with the Engagement Lead, Client Executive Sponsors, Product Owners, Domain SMEs, Architects, and Delivery Leads to ensure successful execution of the Azure-native platform modernization while maintaining alignment with business objectives, schedule commitments, quality gates, and operational readiness requirements.

Key Responsibilities

Program Leadership & Governance

• Lead end-to-end program execution across Discovery, Design, Build, Testing, Cutover, Hypercare, and Transition phases.
• Establish and manage governance structures, steering committees, executive reviews, and operational cadences.
• Drive fortnightly governance reviews, executive status reporting, and milestone readiness assessments.
• Ensure adherence to contractual commitments, acceptance criteria, delivery guardrails, and quality gates.

Client Relationship Management

• Act as the primary client-facing program leader and trusted advisor.
• Build strong relationships with client executives, business stakeholders, product owners, and technical leadership.
• Facilitate decision-making, conflict resolution, issue escalation, and stakeholder alignment.
• Drive executive communications and maintain transparency regarding program health, risks, dependencies, and achievements.

Delivery Oversight

• Oversee multiple workstreams including platform engineering, data migration, integrations, portals, APIs, testing, security, and operational readiness.
• Coordinate activities across onshore and offshore teams.
• Monitor progress against roadmap, milestones, sprint objectives, and release plans.
• Ensure delivery readiness, resource alignment, and dependency management across all program components.

AI-Led Delivery & Engineering Excellence

• Champion AI-led delivery practices across the program, ensuring effective adoption of Claude Code and approved AI engineering tools throughout the software development lifecycle.
• Drive AI-enabled program governance, delivery planning, estimation, risk management, engineering productivity, quality assurance, and documentation practices.
• Partner with client leadership to establish AI governance, adoption metrics, usage transparency, and value realization frameworks.
• Ensure delivery teams leverage AI accelerators and automation capabilities to improve productivity, quality, predictability, and time-to-market while maintaining human accountability and oversight.
• Lead continuous improvement initiatives that incorporate AI-assisted development, testing, code reviews, documentation generation, backlog refinement, and operational readiness activities.
• Monitor AI adoption metrics, engineering efficiency KPIs, and productivity outcomes across all delivery PODs.
• Ensure compliance with client AI governance policies, security requirements, traceability standards, and responsible AI practices.
• Serve as the executive sponsor for AI-enabled transformation initiatives and help identify opportunities for Agentic AI, automation, and productivity improvements throughout the engagement.

RAID & Dependency Management

• Own enterprise-level RAID management processes.
• Identify, track, and mitigate risks, issues, assumptions, and dependencies.
• Drive proactive escalation and resolution of critical blockers.
• Manage cross-functional dependencies involving business SMEs, architecture reviews, security approvals, testing readiness, and third-party stakeholders.

Executive Reporting & Communications

• Develop executive dashboards, program scorecards, milestone reports, and steering committee presentations.
• Communicate program status, financial health, scope changes, schedule performance, and risk outlook.
• Present recommendations and recovery plans to executive leadership when required.
• Provide data-driven insights and decision support for governance forums.

Release, Cutover & Hypercare Leadership

• Coordinate go-live readiness assessments and production cutover planning.
• Lead command center governance during cutover and stabilization phases.
• Oversee hyper care execution, incident governance, escalation management, and service transition activities.
• Ensure successful handoff to support and operations teams.

Organizational Change Management

• Drive stakeholder readiness, communication plans, training coordination, and operational transition activities.
• Support payer onboarding, user adoption, and business process readiness initiatives.
• Ensure organizational preparedness for production deployment and operational ownership.

Required Qualifications

• Bachelor s degree in engineering, Computer Science, Information Systems, Healthcare Administration, or related discipline.
• 18+ years of progressive experience in technology delivery, program management, and digital transformation, including 10+ years leading large-scale Healthcare Payer, Provider, or Healthcare Technology transformation programs.
• Proven experience managing multi-million-dollar, enterprise-scale modernization initiatives involving cloud transformation, application modernization, data platforms, interoperability, and complex stakeholder ecosystems
• Demonstrated success leading distributed onshore/offshore delivery teams and managing executive-level client relationships.
• Strong experience managing executive stakeholders and steering committees.
• Experience with Agile, SAFe, Scrum, and hybrid delivery models.
• Expertise in program governance, risk management, financial tracking, and delivery assurance.
• Demonstrated experience leading AI-assisted software delivery programs using modern AI engineering platforms such as Claude Code, GitHub Copilot, or equivalent enterprise AI development tools.
• Proven experience driving AI adoption across engineering, quality assurance, program management, and delivery governance functions.
• Strong understanding of AI governance, responsible AI practices, human-in-the-loop delivery models, and enterprise AI compliance requirements.
• Experience measuring and improving engineering productivity through AI-enabled development methodologies and delivery accelerators.
• Ability to coach teams and client stakeholders on AI-led delivery best practices and operationalization strategies

Preferred Qualifications

• Healthcare Payer domain experience.
• Experience with Coordination of Benefits (COB), Enrollment, Claims, Eligibility, or Member Data platforms.
• Hands-on experience with Claude Code and AI-assisted software engineering practices is highly preferred
• Candidates should have successfully led teams operating in AI-enabled delivery environments where AI tools are embedded into planning, design, development, testing, documentation, and program governance processes.
• Experience leading cloud modernization programs on Microsoft Azure.
• Familiarity with FHIR, healthcare interoperability, EMPI, data migration, and regulatory compliance initiatives.
• PMP, PgMP, PMI-ACP, SAFe Program Consultant (SPC), or equivalent certifications.
