You will serve as a ALTERNATIVE INSPECTION PROGRAM MANAGER and be responsible for serving as the Heartland District's primary subject matter expert (SME) on U.S. laws and regulations, Coast Guard policy, and international agreements under which private company personnel, Third-Party Organizations (TPOs), and Recognized Organizations (ROs) conduct certain delegated inspections, examinations, and other services for U.S. flag domestic commercial vessels on behalf of, and as an alternative to, the Coast Guard.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

• Provides program oversight and direction to towing vessel inspection field personnel in the continual analysis of all matters pertaining to towing vessel inspections
• Reviews and recommends approval or rejection of formal proposals from private sector sources for provision of vessel examination services
• Serves as the primary representative on all matters related to the inspection of towing vessels and all towing vessel safety activities within the district

Qualifications

To qualify at the GS-13 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.

• Inspections and oversight of inspected towing vessels (ITV's) with strong working knowledge of applicable regulatory frameworks,
• Manage database systems such as Mission Management systems (MMS), Towing Safety Management Systems(TSMS)
• Conduct audit assessments, and compliance evaluations in accordance with applicable regulations and ISO 9001 industry standards,
• Provide technical guidance, policy interpretation, and program support to field units across 26 states

Student Loan - Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year.
