Why does the job exist?

The Business Operations Analyst will:
  • Provide statewide support to all Income Support Division (ISD) field office staff in using Electronic Benefit Transfer (EBT) system for the Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF) and General Assistance (GA) Customers;
  • Assist with annual Health Care Authority (HCA) Disaster Recovery DSNAP plan testing and DSNAP events/activities and planned development;
  • Follow compliance of all Health Care Authority (HCA) ISD Programs, utilizing all Federal and State HCA ISD policies and procedures.
How does it get done?

The Business Operations Analyst is responsible for:
  • Providing customer support pertaining to EBT card related issues;
  • Responding to EBT card activation and deactivation requests, provide available balances, transactions, card history and card status information;
  • Adding/modifying/ deleting state and contractor user access within the EBT vendor system;
  • Data Tracking;
  • Inventory controls, as well as other assigned duties.
Who are the customers?
  • Income Support Division (ISD) clientele and Income Support Division Personnel.
Ideal Candidate

The Ideal Candidate has:
  • Experience determining SNAP, TANF, and GA Eligibility;
  • Experience with Microsoft Office Suite;
  • Knowledge and experience with EBT card order systems; more specifically FIS (Fidelity National Information Services).



Minimum Qualification

High School diploma or Equivalency and two (2) years of experience in office administration, budgeting, purchasing, finance, accounting, auditing, cash management, contract management, and/or the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling two (2) years may substitute for the required experience.


Employment Requirements

Must possess and maintain a valid Commercial Driver's License.

Must obtain a Defensive Driving Certificate.


Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
