Corrections Specialist 3 (CS3) - Reentry CBI Unit
The Washington State Department of Corrections is hiring a Corrections Specialist 3 (CS3) within the Reentry Division - CBI Unit. This position performs work at Monroe Correctional Complex (MCC) in Monroe, WA. The working schedule for this position is Monday - Friday, 7:30 a.m. - 4:00 p.m. Schedule may be adjusted based on participant availability, and work hours are subject to change.
The Reentry Division is responsible for the implementation of evidenced-based practices and the operational support to facilitate incarcerated individuals' participation in and/or to provide evidence-based and research-based interventions and promising practices/programs designed to decrease recidivism, while increasing the safety of staff, participants, incarcerated individuals and the public.
The Corrections Specialist 3 contributes to the Department's mission and vision by providing supervision, expertise and technical assistance to ensure delivery of Cognitive Behavioral Interventions in alignment with evidence-based practices; address participants risks, needs and behaviors; and support participant success in both prison and community-based programming as well as re-entry.
The Corrections Specialist 3 provides a lead role in the development, implementation, oversight and fidelity of all Cognitive Behavioral Interventions within the inventory of the Cognitive Behavioral Interventions unit at the facility. This position promotes agency cultural change by educating, training, and coaching staff; and analyzing and providing performance results to management and/or administrators.
The Corrections Specialist 3 will work collaboratively with other DOC programs and contract providers. This position will assist in determining appropriate program design, content, delivery, fidelity and outcome measures related to evidence based Cognitive Behavioral Interventions. Quality assurance involves the ongoing and accurate monitoring and tracking of reliable measures of program and intervention implementation. This position will assist the CBI Fidelity Unit in providing insight to the implementation and delivery of Cognitive Behavioral Interventions.

Duties

As a Corrections Specialist 3, some of your duties will include:
- Provides oversight for all Cognitive Behavioral Interventions (CBI's) within the inventory of the Cognitive Behavioral Interventions (CBI) Unit within the facility:
- Develops and maintains the CBI programming schedule for all CBI's within the inventory of the CBI Unit with the facility.
- Coordinates and resolves resource conflicts, identifies needs, and ensures all staff and materials pertaining to CBI programming are adequately supplied for self and additional facilitators.
- Screens and assigns participants to designated CBI program using approved criteria.
- Coordinates & participates in Multi-Disciplinary Team (MDT) meetings with unit team for participants falling below participation requirements or for any corrective interventions per the CBI staff handbook behavioral section.
- Provide professional delivery of all Cognitive Behavioral Interventions (CBI's) within the inventory of the Cognitive Behavioral Interventions (CBI) Unit to incarcerated individuals within the facility:
- Notify the CBI Fidelity Unit the required details for each CBI class prior to its start date
- Facilitates CBI programming to incarcerated individuals as a single facilitator and/or a co-facilitator with other trained programming staff.
- Upon determination of the final participant list for the program, enter the OMNI Programs information or ensure that the necessary details are provided to the staff who enters OMNI Programs/RPM Coordinator information
- Administer the program as dictated in the approved intervention handbook.
- Document participant attendance in OMNI Programs for each session, inclusive of absences and make up sessions
- Observe and monitor participant participation and provide feedback on the lesson by providing positive reinforcement and additional coaching as needed.
- Work collaboratively with classification staff and other stakeholders regarding the status of the program and the participants involved, including individuals progress, safety issues, attendance, behavioral issues or life issues which impact participation.
- Develop strategies with the assigned Classification Counselor to reinforce/encourage individual's participation.
- Document in OMNI all behavioral responses in accordance with the intervention handbook.
- Schedule and facilitate make-up sessions as necessary and in accordance with the program requirements.
- Arranges for or acts as back-up facilitator for unexpected or pre-planned absences of other CBI facilitators.
- Upon approval for termination, document in OMNI Programs the individuals' removal from the program.
- Document in OMNI Programs the incarcerated individuals' completion of the program as well as related certificates earned.
- Supervision of staff:
- Plans, assigns and reviews the work of CBI staff.
- Actively participates in the CBI Fidelity Unit's assessment feedback process in the supervisory role for CBI facilitators.
- Establishes performance expectations, sets priorities, and conducts timely, meaningful performance evaluations.
- Participate in and complete all scheduled training/coaching sessions for CBI programs, and successfully demonstrate mastery of material within prescribed timelines:
- Attend and successfully complete the initial CBI facilitator training as scheduled.
- Upon determination of a new program offering, attend and successfully complete the new program training as scheduled
- Attend and participate in CBI Fidelity Unit assessment, feedback, coaching and booster sessions to reinforce/improve skills in program delivery.

Qualifications
Required Qualifications: A Bachelor's degree or higher from an accredited college or university whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA) or a foreign equivalent AND three (3) years of professional experience in adult or juvenile corrections, social services or closely related field
OR
High school diploma, GED or equivalency AND five (5) years of professional experience in adult or juvenile corrections, social services or closely related field with at least 2 of those years involved in the direct delivery of or providing quality assurance for evidence-based programming such as Cognitive-Behavioral Interventions.
In addition to at least one of the above, this position requires demonstrated competency in the following areas (competency may be gained through education, experience, or a combination thereof):
Facilitator Skills - Demonstrates empathy, facilitation/teaching techniques; understanding of group processes and interpersonal interactions, and the ability to control a group of incarcerated individual participants through non-coercive means.
Community Relationships - Participates in the formation and maintenance of successful relationships with criminal justice partners and community resources.
Observation - Observes and strategizes personal response based on environmental conditions and human behavior.
Stress Tolerance - Remains calm and rational while handling difficult situations to include, but not limited to, volatile, threatening, or other crisis/emergency situations. Expertly intervenes in response to threats.
Adaptability - Incorporates new information into and exiting framework of understanding. Accepts change and supports the Agency through changes in law, policy and procedure.
Must have a working knowledge of Microsoft Word, Excel, and Outlook; Familiarity with Washington State databases including OMNI.
Preferred Qualifications:
2 years supervisory experience.
Experience and understanding of evidence-based treatment delivery practices.
Experience working with other governmental and/or social service entities in the development or implementation of a program, project, or other joint venture.
Professional experience using SharePoint or other incarcerated individuals tracking systems.
Experience collecting data, creating data tracking systems, and interpreting/evaluating results.
Demonstrated understanding of Risk Needs Responsivity principles.
