Community Services Officer

Under general supervision, performs a variety of police-related office and field support duties; performs a wide variety of law enforcement support duties requiring substantial face-to-face public contact; utilizes knowledge of multiple ordinances, regulations, and codes; performs independent field patrol duties; receives custody of an arrestee from a sworn officer for transporting purposes; and performs other related duties as required. Investigates and writes crime reports when no suspect is present; investigates complaints and cites violators; prepares reports; investigates selected traffic collisions and other incidents as assigned. Issues parking citations; performs traffic control; reports observed traffic hazards; initiates impound action on abandoned vehicles; assists standard motorist. Prepares crime reports and records complaints; may appear in court to provide testimony regarding public statements. Assists the public and sworn personnel in other non-hazardous situations as assigned. Interviews victims and witnesses; write reports, take photographs, collects, and preserves evidence; and dust to lift fingerprints. Documents a wide variety of information on activities involving the above noted duties and enters information into variety of law enforcement systems; ensure vehicle and work sites are maintained. May input prescribed data into various online systems, including PowerPoint, Excel, and cloud-based social media programs. Proactively develop and facilitate releases to the media on developing/breaking stories regarding crime offenses, investigation and /or other areas of public concern. Promote the department through the identification/provision of information on stories of interest to the media and periodic public service messages. Implement and maintain a comprehensive communication strategy and program utilizing social marketing and media advocacy techniques and enhance the public’s understanding of the objectives of specific departments, divisions, and programs. Write, create, design, edit, and publish promotional graphics, newsletters, brochures, flyers, photos, video, web content, and other material to raise public awareness and provide information about specific department related programs, projects, services, events, or activities. Continuously review, monitor, and update accounts, pages and groups on external social media sites and platforms. Responsible for continuous content creation for website, corresponding City and department social media accounts, and other online communities. Promote, coordinate, and participate in various outreach events and activities. Perform a variety of general administrative tasks, as needed including data, input, typing, filing, and record keeping in support of assigned program administration. Performs related duties, and responsibilities as assigned. Knowledge of: Basic knowledge of police operations, services, and crime data. Report writing techniques Basic record keeping principles and practices General office procedures Ability to: Demonstrate typing skills and operational characteristics of standard office equipment. Operating various motor vehicles safely. Preparing and maintaining accurate records and files. Understanding and carrying out oral and written direction. Establishing and maintaining effective working relationships with those contacted in the course of the work. Analyzing situations and adopting rapid, effective, and reasonable courses of action. Learn basic law enforcement organization, activities, terminology, practices, and regulations. Learn basic interview methods and principles. Learn operation of computer equipment to enter and retrieve information. Learn the interpretation, application, and explanation of a variety of ordinances, rules, and regulations. Current Microsoft Office Skills, including Access, Excel, Word, PowerPoint, and Publisher. Work effectively in a high volume, fast paced environment. Manage multiple projects and issues effectively and meet firm deadlines. Communicate clearly and concisely, orally and in writing. Education: Equivalent to the completion of the twelfth grade. Experience: One year in customer service environment, which included considerable time working with the public either over the phone or in person. Must be willing to work rotating evening, night, weekend, and holiday shifts Must pass a detailed background investigation. License or Certificate: Must possess or be able to obtain an FAA Part 107 Remote Pilot Certificate (Drone Pilot License) within ninety (90) days of hire. Must possess a valid California Class C Driver’s License and maintain possession of such license during the course of employment. Must have an acceptable driving record, be insurable at the standard rates by City’s insurance carrier and maintain such ability during the course of employment.

Near and far vision is required in order to read work related documents and perform bus driving related duties. Acute hearing is required when providing phone and personal service. The position requires lifting, carrying, pushing, and/or pulling objects weighing up to 50 pounds.
