Date: May 28, 2026 Location: AUSTIN, TX Agency: Health & Human Services Commission (HHSC) Functional Title: Delivery Manager Job Title: Information Technology BA III Posting Number: 17421 Closing Date: 07/27/2026 Salary Range: $5,797.66 - $6,932.58 per month Shift: Day (Full time) Telework: None (must work onsite 3 or more days per week in Austin, TX) Responsibilities Supports analysis and assists with the creation of documentation necessary for ticket triage and coordination to develop a product backlog with all appropriate HHSC stakeholders, including risk/issue identification and documentation, and participation in cross‑team coordination. [40%] Provides analysis and documentation support on the IT component of product backlogs, emphasizing documentation of risk factors, dependencies, enablers, and associated mitigation strategies. [20%] Participates in coordination efforts with vendor discovery support team to provide input for refining features and tickets, supply technical feedback, support definition of enabler stories, develop wireframes and POCs, and assist the HHSC Systems Architect in developing the architectural runway. [15%] Provides mentoring, consultation, documentation and direction to other Medicaid and CHIP application areas regarding implementation within all Medicaid and CHIP systems. [15%] Provides quality‑assurance‑related consultation to or oversight of product enhancements, assignments, or special initiatives. [10%] Knowledge, Skills and Abilities (KSAs) Advanced knowledge of multiple computer‑based systems, information technology management, and systems development methodologies including programming languages, systems analysis, and system testing. Knowledge of Medicaid and/or CHIP Program and Policy. Knowledge of product backlog management. Knowledge of the capabilities and limitations of computer systems and automated system techniques. Knowledge of computer hardware and software. Knowledge of computer operating systems. Skill in ensuring systems meet business requirements. Skill in coordinating and solving problems. Skill in communicating effectively, both verbally and in writing, with technical and non‑technical staff. Skill in stakeholder engagement. Skill in reviewing technical requirements and ensuring vendor uses best practices and technology. Skill in Product Management. Skill in Agile Methodology. Ability to solve problems using various techniques and approaches. Initial Screening Criteria Experience working with Texas Medicaid/CHIP programs is required. Three (3) or more years of experience in customer relationship, product management, product development, product ownership, project management, leading technical initiatives, systems analysis, business analysis, policy analysis, program support, business process analysis, or legislative bill analysis. A minimum of two years of equivalent academic coursework (60 credit hours) in business, communications, computer science, computer information systems, management information systems, or another business or IT related field is preferred. Work experience can substitute for education on a year‑for‑year basis. Prior experience working with external vendors is preferred. Prior experience with Agile principles is preferred. Additional Information This position is exempt, requires full‑time onsite work in Austin, TX, and you must be legally authorized to work in the U.S. without sponsorship.
