District Manager

The Florida Department of the Lottery – Division of District 3 (Pensacola) is seeking a District Manager. This open competitive opportunity is located in Pensacola, FL 32504.

The District Manager will organize, plan, direct, coordinate, and manage the Lottery's sales program and staff activities in a designated district. This position is responsible for recommending, developing, coordinating, and managing campaigns to achieve sales goals and objectives, including expanding sales opportunities and other new approaches and innovative concepts to increase sales of Lottery products. As a Contract Manager, this position is responsible for the enforcement and oversight of contractor performance, ensuring services have been rendered in accordance with the contract terms prior to authorizing payment. This position may require travel.

Essential duties include disseminating information pertaining to the Lottery's Responsible Gaming program, interpreting and administering agency rules, monitoring merchandising and sales of all Lottery products, overseeing maintenance and condition of vehicle fleet and vehicle documentation, monitoring daily activities and performance of sales, warehouse, and administrative staff, coaching the District Management Team to meet sales goals, encouraging teamwork, and fostering a positive environment among all staff, supervising and evaluating the work of staff, recommending personnel actions relating to selection, disciplinary procedures, performance, leave of absence work, work schedules, and assignments, monitoring inventory management, overseeing ADA compliance within the district, working with Executive Staff in organizing, establishing, and implementing sales and recruitment goals/campaigns, analyzing and reviewing information regarding minimum sales retailers, participating in Sales Events, compiling informational, statistical, and accountability reports for management, reviewing and approving territory books, van reports and time sheets submitted by Sales Representatives, visiting retailers on a regular basis to optimize sales and service, ensuring that promotional and point-of-sale materials are properly displayed and maintained, assisting, directing, and coordinating Field Sales Manager and Sales Operations Manager on presenting and proactively selling the Lottery Merchandising Program to retailers, working closely with the Department's corporate sales personnel to maximize sales among corporate retailers, providing technical assistance to retailers and staff in the implementation of new games and new agency procedures, working with Sales Operations Manager and Field Sales Manager in developing and revising territories for sales staff, performing the duties of the Field Sales Manager or Sales Representative in cases of position vacancies in SDM's own district, developing a District Sales Plan to ensure assigned annual sales goals are met or exceeded, identifying district-specific opportunities to increase scratch ticket sales, identifying district-specific opportunities for retailer recruitment, developing mid-level chain relationships with district management, identifying district-specific opportunities to increase per capita sales, identifying and mentoring personnel who exhibit a potential and desire to move up within the organization, participating, as a key contributor, in weekly DM and executive conference calls, working with headquarters to resolve operational and personnel issues, operating a motor vehicle as required to fulfill the duties of the position, which may include overnight trips, communicating on a regular basis with District staff both individually and in staff meetings, conducting public speaking engagements and presentations when necessary, ensuring compliance with all applicable rules, regulations, policies, and procedures, and attendance is an essential function of this position.

Knowledge, skills, and abilities include the ability to work a varied work schedule, which may include nights, weekends and holidays, the ability to plan, organize and coordinate work assignments, the ability to communicate effectively, familiarity with all units of the Lottery policies and procedures, skill in utilizing office equipment and computer programs of the agency, the ability to maintain confidentiality, the ability to organize and apply applicable rules, regulations, policies and procedures, the ability to prepare correspondence and memoranda, the ability to deal with the public in a tactful and courteous manner, the ability to work independently, the ability to utilize problem solving techniques, the ability to collect and evaluate data related to sales functions, the ability to travel as required by position, which may require operating a motor vehicle and overnight travel, and other job-related requirements for this position.

Successful passing of a criminal background check (state, local, and national) is required. A high school diploma or equivalent (GED) is required. Valid Driver license is preferred. Bilingual – Spanish/English is preferred.
