Security Classification Guide (SCG) Classification Manager

Responsibilities Sabre Systems is seeking an experienced Security Classification Guide (SCG) Classification Manager to provide specialized technical and administrative support to a Department of Defense (DoD) customer. This position plays a critical role in developing, implementing, and managing Security Classification Guides (SCGs) that protect national security interests, preserve technological advantage, and prevent the unauthorized disclosure of Critical Program Information (CPI), Controlled Unclassified Information (CUI), and classified military information. The successful candidate will collaborate closely with Original Classification Authorities (OCAs), systems engineers, intelligence professionals, and subject matter experts (SMEs) to develop accurate, compliant, and technically sound classification guidance for complex defense acquisition and technology programs. Develop, review, update, and maintain SCGs for systems, programs, projects, and plans in accordance with DoDM 5200.45 and applicable DoD information security policies. Prepare SCGs using required DoD formatting standards, including cover pages, general instructions, classification tables, and declassification/downgrading guidance. Conduct comprehensive analysis to identify information requiring classification or CUI protection. Evaluate program capabilities, technological uniqueness, operational vulnerabilities, critical design features, manufacturing technologies, technological lead time, and other factors affecting classification decisions. Draft clear and concise Value, Damage, and Unclassified enhancement statements explaining the rationale for classification and supporting derivative classifiers. Determine the appropriate classification authority under Executive Order 13526, Section 1.4, including classification level, duration, and declassification instructions. Identify information meeting CUI requirements and apply appropriate dissemination controls, including REL TO, FOUO (where applicable), and other authorized markings. Conduct horizontal coordination and classification deconfliction with DoD Components, Military Services, intelligence agencies, foreign disclosure offices, and other stakeholders. Review existing SCGs through the Defense Technical Information Center (DTIC) repository to ensure classification consistency and eliminate conflicts with related programs or Special Access Programs (SAPs). Partner with OCAs, systems engineers, intelligence analysts, and SMEs to evaluate technology sensitivity and national security implications. Prepare complete SCG packages, including: Initial SCG drafts for OCA and SME review within required program timelines. Final signature‑ready SCGs. DD Form 2024 submissions for DTIC repository indexing. Horizontal coordination memoranda documenting classification coordination and deconfliction activities. Qualifications Bachelor’s degree from an accredited institution in Security Management, Systems Engineering, Intelligence Studies, Information Assurance, or a related technical discipline; or an additional 4–6 years of directly related DoD classification management experience may be substituted for the degree requirement. Minimum 5–7 years of professional experience supporting DoD Information Security, Program Protection, Systems Engineering, Intelligence, or a related national security discipline. Demonstrated experience developing, reviewing, or managing SCGs, Program Protection Plans (PPPs), and Counterintelligence Support Plans (CISPs). Experience serving as an OCA Action Officer, Security Manager, or primary derivative classifier supporting a Major Defense Acquisition Program (MDAP) or other complex defense technology program. Working knowledge of DoDM 5200.45, Executive Order 13526, DTIC SCG Repository, DD Form 2024 submission process, and horizontal classification coordination and protection reviews. Completion of or ability to complete the DCSA Center for Development of Security Excellence (CDSE) Original Classification Authority (OCA) Training within 30 days of hire. Excellent analytical, organizational, and technical writing skills with the ability to produce clear, accurate, and defensible classification guidance. Active DoD Secret Security Clearance or higher. U.S. Citizenship required. Preferred Qualifications Experience supporting Navy, Joint, or Major Defense Acquisition Programs. Familiarity with Program Protection planning and CPI identification. Experience coordinating classification guidance across multiple DoD organizations and intelligence community stakeholders. Work Location This position is performed primarily on‑site at Naval Surface Warfare Center (NSWC) Crane, Indiana. Travel Occasional travel (approximately 10–15%) may be required to support coordination with Military Departments, the Defense Technical Information Center (DTIC), intelligence organizations, and other government stakeholders for classification coordination and deconfliction. Compensation At Sabre Systems, LLC, compensation is based on factors such as location, qualifications, experience, and contract‑specific requirements; final compensation will be determined by individual qualifications and applicable contract terms. The general salary range for this position is $100,000.00 - $120,000.00.
