DIRECTOR OF FINANCE

Financial ManagerResponsible for planning, organizing, and directing the financial activities of the department. Responsible for the preparation of the County's financial reports. Reports to the County Administration and is responsible for ensuring proper internal controls over the financial records of the County.Job FunctionsDirects, manages and organizes the daily activities and resources of the departmentOversees the county's payroll processing and benefits statementOversees the county's accounts payable processingOversees the county's liability insurance programOversees the preparation of the county's annual financial statementsOversees the preparation of other reports of the fiscal condition of the countyOversees and manages the debt portfolio and issuance of debtAssist the County Administration in preparation of the annual budget for the County, including various calculations related to the budget. Directs the preparation of the departments' budgets; oversees compliance with the adopted budgetPlans, develops, implements, and evaluates fiscal policyProvides advice and consultation to the County Administration and department heads on fiscal mattersAdvises county supervisors on all financial matters of the countyInterprets and presents quarterly financial reports in internal and public meetingsCoordinates the annual audit of the countySupervises departmental personnel; coordinates work activities; organizes, prioritizes, and assigns work to subordinates; monitors work in progress; assists employee concerns and problems; evaluates employee performanceWork with Special Projects/Grants Administrator on grants received by the County to ensure funds are properly appropriatedWork with Fire & Rescue Association regarding their budget; state & federal fundsWork and coordinate with HR to include monthly payroll changes; maintenance of the county's payroll/HR system; county health/dental insurance; VRS reporting/changes; new positions and salary increases ; review of Personnel Management plan for any proposed changes, and any other joint projects/endeavors as necessaryWork with School finance personnel on revenue, monthly general ledger, and budget issues as necessary. Work with the Department of Human Services (DHS) personnel as needed on revenue, payroll, general ledger, and budget issues as necessaryLeads the development of the departmental goals, objectives, and systems; develops and monitors departmental budgetPrepares a variety of periodic and special financial and statistical reportsEnsures all finance policies, procedures, and activities comply with local, state, and federal regulationsMaintains a comprehensive, current knowledge of applicable laws/regulations and an awareness of new trends and advances in the field; Recommends, advises, and/or makes changes as needed to adaptPerform general support activities as needed to include data entry, copying documents, filing information, preparing correspondence, distributing forms, etc.Provides assistance to other employees or departments as neededPerforms related duties as neededKnowledge, Skills, and Abilities:Considerable knowledge of general laws and administrative policies governing municipal financial practices and proceduresConsiderable knowledge of the principles and practices of accounting and budgeting in governmentThorough knowledge of the practices, methods, and laws relating to local government bond financingAbility to evaluate complex financial systems and efficiently formulate and install accounting methods, procedures, forms, and recordsAbility to develop long-range financial plansAbility to hire, supervise, and lead employees in the departmentStrong project management, time management, and leadership skillsAbility to effectively present information to senior managementAbility to speak publiclyAbility to operate a computer; proficiency in various software, including Word, PowerPoint, and Excel.Excellent interpersonal skills and ability to work in a team environmentQualificationsEducation and Experience: Education equivalent to a bachelor's degree in business management, accounting, or a closely related field supplemented by 6 years of experience and/or training that includes general management, program management, budget development, and supervision.Special Qualifications: Must possess satisfactory results of a criminal history background check.Working Conditions & DisclaimerMust be able to lift 5-10 pounds. Must be able to operate office and computer equipment; may involve extended periods of time at a keyboard or workstation. Must be able to communicate orally, and perceive and discriminate colors or shades of color. Vacation and sick accrual depend on the agency, office, or department in which an individual is employed. The County currently utilizes a merit pay system to determine employee salary increases. The County offers basic income protection in the event an employee is unable to perform the essential functions of his or her position. The County also offers additional income protection that will continue beyond the short term disability period until an employee is able to return to work or reaches retirement age. The County offers voluntary insurance programs through a variety of insurance carriers. These include: Accident Plan Cancer Plan Whole Life Insurance Critical Illness Plans. The County offers a Flexible Spending Account (FSA) that allows employees to set aside up to $2,500 annually, on a pre-tax basis via payroll deductions, to pay for eligible medical, dental, or vision expenses. The County offers a Dependent Care Assistance Program that allows employees to set aside up to $5,000 annually, on a pre-tax basis via payroll deductions, to pay eligible dependent care expenses. The County offers a 457 as another alternative to set aside money for retirement.
