Chief Technology and Information Officer

Job Goal

The Chief Technology and Information Officer (CTIO) serves as the District's executive leader for technology, information systems, enterprise data governance, cybersecurity, digital innovation, and operational transformation. As a member of the Superintendent's Executive Leadership Team, the CTIO develops and implements a comprehensive technology strategy that advances student learning, strengthens organizational effectiveness, protects district information assets, and supports data-informed decision making. The CTIO ensures technology functions as a strategic asset that improves educational outcomes, enhances operational excellence, and positions the District for continuous growth.

Qualifications

Minimum Qualifications
  • Bachelor's degree in Information Technology, Computer Science, Management Information Systems, Educational Technology, Educational Leadership, Business Administration, Public Administration, or a closely related field.
  • Minimum of seven (7) years of progressively responsible leadership experience in technology, information systems, or digital transformation.
  • Minimum of five (5) years of supervisory experience leading professional and technical staff.
  • Demonstrated experience in strategic planning, technology management, cybersecurity, enterprise systems, budgeting, and project leadership.
  • Demonstrated ability to communicate effectively with executive leadership, staff, community members, and business partners.
Preferred Qualifications
  • Doctoral degree in a related field.
  • CoSN Certified Education Technology Leader (CETL) certification or comparable executive technology credential(s).
  • Cabinet-level leadership experience within a public school district.
  • Experience leading enterprise data governance, cybersecurity, artificial intelligence, and digital transformation initiatives.
  • Experience in a public school district serving approximately 10,000 or more students.
  • Verified experience managing eRate applications, projects and funding requirements.

Essential Duties and Responsibilities

The CTIO provides executive leadership in the following areas:

Strategic Leadership and Organizational Transformation: The CTIO develops and implements a comprehensive technology strategy that aligns with the District's mission, vision, strategic plan, and operational priorities. As a strategic advisor to the Superintendent and Executive Leadership Team, the CTIO provides leadership in technology, innovation, enterprise information, and organizational improvement while fostering a culture of collaboration, continuous improvement, innovation, and exceptional customer service throughout the District.


The CTIO provides strategic leadership for the planning, implementation, security, operation, and continuous improvement of the District's technology infrastructure, enterprise applications, instructional technology, and digital services. The CTIO ensures technology resources are reliable, scalable, sustainable, and aligned with the District's instructional and operational priorities while overseeing long-range technology planning, E-Rate strategy and compliance, budgeting, procurement, vendor partnerships, and technology lifecycle management to maximize operational efficiency, funding opportunities, and return on technology investments.


Enterprise Data Governance and Decision Support: The CTIO leads the development and implementation of the District's enterprise data governance framework, establishing standards for data quality, stewardship, interoperability, accessibility, security, and responsible use. The CTIO ensures district data is managed as a strategic organizational asset that supports instructional excellence, operational effectiveness, fiscal stewardship, and evidence-based decision making. In collaboration with district leadership, the CTIO promotes data literacy, business intelligence, performance measurement, and executive reporting to support continuous improvement, organizational transparency, and strategic planning across all district operations.


Cybersecurity, Risk Management, and Compliance: The CTIO provides executive leadership for the District's cybersecurity, information security, disaster recovery, business continuity, and technology risk management programs. The CTIO develops and maintains governance practices that protect the District's information assets while ensuring appropriate access, operational resilience, and continuity of services. The CTIO ensures compliance with applicable federal, state, and local laws, regulations (including, but not limited to CIPA, FERPA and COPPA), and Board policies governing technology, information systems, accessibility, cybersecurity, and data privacy.


Innovation and Future Readiness: The CTIO provides strategic leadership in evaluating and implementing emerging technologies, including artificial intelligence, automation, cloud technologies, and digital transformation initiatives that advance the District's mission and long-term goals. Working collaboratively with instructional and operational leaders, the CTIO identifies and implements innovative solutions that enhance student learning, improve organizational effectiveness, and increase operational efficiency. The CTIO represents the District in professional organizations, legislative initiatives, regional partnerships, and statewide technology leadership efforts to ensure the District remains informed, connected, and prepared for the future.


Executive Leadership and Professional Responsibilities: The CTIO provides collaborative and ethical leadership by building high-performing teams through coaching, accountability, professional development, and continuous improvement. The CTIO establishes strong partnerships with schools, departments, community organizations, and external stakeholders to advance the District's strategic priorities while demonstrating sound judgment, integrity, professionalism, and a commitment to public service.


The CTIO performs other duties as assigned by the Superintendent in support of the District's mission and operational needs.
