Requisition No:883168 Agency: Department of Health Working Title: ENVIRONMENTAL SPECIALIST III - 64031287 Pay Plan: Career Service Position Number:64031287 Salary: $47,667.88 - $52,416.46 Posting Closing Date: 09/23/2026 Total Compensation Estimator Tool Open Competitive Opportunity Specific Responsibilities: This is an Environmental Specialist III position performing inspections of asbestos renovation and demolition projects, investigation of citizen complaints related to air pollution, conducts inspection of minor sources of air pollution, and review the open burning approval requests. Responsible for monitoring and enforcement of federal state and County asbestos regulations. Work is performed under the supervision of an Environmental Manager-SES. This position requires independent judgment, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions. This position is designated as a sensitive position and the position is required to maintain confidential information in accordance with the Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) Information Security Policy, Protocols and Procedures. Has access to the Health Management System (HMS) for Daily Activity Record (DAR). Enters and updates information for inspections, permits, customer, and billing information in the relevant database. Inspects the asbestos renovation and demolition activities. Implements policies and procedures established by the Florida Department of Environmental Protection (FDEP) and ensures all asbestos commitments specified in the work plan associated with the U.S. Environmental Protection Agency (EPA) 105 Grant are fulfilled. Processes asbestos demolition and renovation notifications. Conducts inspections and completes the data entry into the FDEP asbestos database system. Observes asbestos removal work practices inside a containment area. Ensures quality data is uploaded to the department databases. Maintains searchable archive list files. Assists the Environmental Manager with asbestos enforcement activities. Performs inspections of minor sources of air pollution to determine compliance with regulations and permit requirements; prepares detailed reports; enters inspection results and report reviews into the FDEP databases system according to established protocol. Investigates citizen complaints related to air pollution according to the established procedures. Logs and updates complaints received in the complaint record log and the Department database. Assists the Environmental Manager in auditing the section performance and assist with periodic reports to ensure all reporting databases are maintained in a timely and proper manner in accordance with state requirements and local policies and procedures. Conducts open burning site evaluations and processes approvals for open burning activities in accordance with the Palm Beach County Environmental Control Ordinance and Florida Administrative Code. Participate in the standard activities: Outreach, Suggestions, and/or Teamwork. Attends and participates in scheduled meetings, teleconferences and training. Performs other duties as assigned. Knowledge, skills and abilities, including utilization of equipment, required for the position: Knowledge of the terminology, principles and analytical techniques of the physical or natural sciences. Knowledge of data collection and analysis principles and procedures. Ability to collect, evaluate, analyze and interpret scientific or technical data. Ability to prepare technical reports. Ability to understand and apply applicable rules, regulations, policies and procedures relating to environmental programs. Ability to deal with the public in a tactful and courteous manner. Ability to work independently. Ability to coordinate and monitor environmental related programs. Ability to plan, organize and coordinate work assignments. Ability to communicate effectively. Ability to establish and maintain effective working relationships with others. Ability to utilize problem-solving techniques. Ability and skills using the personal computer Qualifications: Licensure/registration/certification requirements A Bachelor's degree from an accredited college or university with a major in one of the physical or natural sciences or engineering A Master's degree from an accredited college or university in one of the physical or natural sciences or engineering; or A Doctorate from an accredited college or university in one of the physical or natural sciences or engineering Per Chapter 386 F.S. Standards Certification which includes minimum standards of education, training or experience per Chapter 381 F.S. Other job-related requirements for this position: Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs shelters, emergency operations center, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural. Valid Driver’s License Hard hat, ear protection, safety glasses and steel-toe safety boots are required for this position. Must be physically able to utilize a respirator and protective gear to enter confined areas. -The incumbent in this position may be required to use vehicles owned, leased, or operated by the state or county to conduct official state business. State or county vehicles shall be used only for officially authorized duties and not for personal use, unless a specific exception applies under Florida law (F.S.§287.17).
