Temporary Eligibility Specialist II - Bilingual

Job Overview The County of Riverside’s Human Resources Temporary Assignment Program (TAP) seeks a Temporary Eligibility Specialist II to support the Riverside University Health System‑Medical Center (RUHS‑MC). This full‑time temporary position is located in Moreno Valley. Must be Bilingual in Spanish. Must have a valid California Driver's License. Travel throughout the County may be required. Location may adjust based on department needs. Responsibilities Determine initial and continuing eligibility for public social service and medical aid program applicants. Perform complex eligibility work, including quality control and assurance of previously processed aid applications, review, evaluation, investigation, and justification of appealed eligibility determinations. Refer applicants or recipients who need further social services to appropriate staff members. Conduct interviews with applicants and recipients in Medically Indigent Services Program offices, clinics or hospitals. Gather and verify income, financial resources, debts, and other pertinent information to resolve discrepancies via telephone, correspondence or personal interviews. Maintain case records and record information for eligibility determinations. Interpret program regulations and other relevant materials for applicants, recipients, and the general public. Compute grant amounts, perform required computations, and maintain associated documents. Refer candidates needing additional support to designated staff after appropriate referral forms are completed. Qualifications High‑school graduation, certificate of proficiency from the California State Board of Education, or a GED diploma. Twelve months of comparable duties as an Eligibility Specialist I in the Medically Indigent Services Program. Knowledge of public social service agency goals, hospital and healthcare facilities operations, basic laws, rules, and regulations governing eligibility and grant determinations for public assistance programs, interviewing and record‑keeping techniques, and referral procedures. Ability to interview effectively in various settings; accurately gather, record and evaluate data necessary for eligibility determinations; correctly interpret rules and regulations; communicate effectively in spoken and written English; maintain organized records; identify problems requiring referral to other department staff.
