Program Manager Web Portfolio

Job Summary:

The OCTO Program Manager (Web Portfolio) will lead and oversee project management, reporting, and delivery for a diverse portfolio of web initiatives, including the dc.gov redesign and AI-powered search projects. This role requires managing multiple concurrent projects across over 100 agency websites, ensuring structured tracking, clear scope definition, and timely communication of project status to leadership. Responsibilities:

  • Establish and maintain a portfolio-wide tracking system including RAID logs, milestone schedules, and dashboards.
  • Conduct recurring status reporting to OCTO leadership across all web team projects.
  • Collaborate with subject matter experts to define project requirements and scope.
  • Advise on vendor and contractor scoping, deliverables, and government IT procurement processes.
  • Track and escalate risks, issues, dependencies, and action items as needed.
  • Report on project milestones and delivery readiness, with emphasis on the dc.gov relaunch.
Required Skills & Certifications:
  • Minimum 11 years of program/project management experience, including large-scale website or CMS transition projects.
  • Demonstrated ability to translate technical and business requirements into actionable project scopes.
  • Experience managing multi-project portfolios with established PM tools and reporting cadences.
  • Experience supporting scope of work development for external vendor contracts (SOWs, deliverables, acceptance criteria).
  • Bachelor's degree in IT or related field, or equivalent experience.
  • Working knowledge of Drupal CMS and website content migration practices (minimum 6 years).
  • Strong stakeholder management skills in multi-agency government environments (minimum 10 years).
  • Ability to qualify for a Master level role with 16 years of related experience.
Preferred Skills & Certifications:
  • PMP certification.
  • Experience with AI/ML project delivery timelines and dependencies.
  • Experience in website launch planning and change management (8 years preferred).
  • Quality assurance and content auditing experience (11 years preferred).
  • Prior experience supporting DC government or comparable public-sector clients.
  • Government contract/vendor scoping support experience (5 years highly desired).
Special Considerations:
  • Absences greater than two weeks require prior approval and contact availability.
  • Strict adherence to vendor hourly rate caps and no reimbursable expenses.
  • Compliance with terms and conditions of the Supplier Agreement and amendments.
Scheduling:
  • Contract duration from October 1, 2026, through September 30, 2027.
  • Work schedule and interview process include both webcam and in-person interviews.
