The incumbent is responsible for providing direction, leadership support and oversight related to agency’s legislative affairs programs and operations. The incumbent works under the general administrative direction of the Chief of Staff who defines the overall direction in terms of broadly defined missions and functions. Duties And Responsibilities Serves as the senior departmental advisor on legislative affairs and provides the Director, executive leadership, and senior managers with authoritative analyses and recommendations concerning proposed and enacted legislation and its potential effects on DHCD programs, operations, funding, policies, and strategic objectives. Plans, directs, and coordinates the Department’s legislative strategy for proposed legislation and other legislative initiatives. Establishes processes for identifying legislative priorities; assesses legislative opportunities and risks; coordinates development of departmental positions; and ensures timely communication of legislative developments to affected program areas and executive leadership. Directs the development of comprehensive legislative tracking and information management processes. Ensures that legislation and related issuances are monitored from introduction through committee consideration, hearings, amendments, passage, enactment, implementation, and subsequent regulatory or administrative action. Directs the preparation and review of legislative testimony, Council and Congressional responses, briefing materials, issue papers, talking points, executive correspondence, fiscal and policy analyses, and other legislative products. Ensures that materials accurately present the Department’s position and are coordinated with appropriate program, budget, legal, communications, and executive staff. Directs comprehensive research and analysis of existing and proposed legislation, regulations, policies, and administrative actions affecting housing and community development. Evaluates their potential effects on DHCD programs, residents, housing production and preservation, community development activities, funding, and Department operations. Qualifications And Education Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression. License and Certification None Working Condition/Environment Work is performed in an office setting that is adequately lighted, heated, and ventilated. Tour of Duty: Monday - Friday 9:00 am-5:00pm Pay Plan, Series, Grade: MS-0301-14 Promotion Potential: No Known Promotion Potential Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause. Collective Bargaining Unit (Non-Union): This position is not in a collective bargaining unit. Position Designation: This position has been deemed Security Sensitive under the guidelines of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks reasonable suspicion drug and alcohol testing, and post-accident or incident drug and alcohol testing for the duration of their tenure. Residency Preference: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment. Residency Requirement : If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
