Chester County School District Director of Facilities Management The Director of Facilities Management oversees the planning, coordination, and daily operation of the district's facilities, maintenance program, contracted custodial and grounds services, and capital improvement projects. Working under the direction of the Deputy Superintendent, the Director ensures district facilities are safe, functional, well-maintained, and supportive of teaching and learning. This position is responsible for facility maintenance planning, construction and renovation projects, departmental budgets, regulatory compliance, and supervision of district maintenance personnel while promoting operational excellence and responsible stewardship of district resources. Essential Duties and Responsibilities Facilities Operations
Bachelor's degree in Facilities Management, Construction Management, Public Administration, Engineering, or a related field required. Master's degree in a related field preferred.

Work is performed in office settings, school facilities, maintenance shops, and construction sites. The position requires frequent travel between district locations and occasional evening or weekend work as needed. Physical demands include walking, standing, climbing stairs, inspecting facilities, lifting, carrying, and other activities associated with facility inspections and maintenance oversight.
- Directs the daily operations of the district's maintenance program to ensure safe, functional, and well-maintained learning environments.
- Oversees the performance of contracted custodial and grounds services to ensure compliance with contract requirements and district expectations.
- Develops preventive maintenance schedules and facility improvement plans.
- Coordinates maintenance requests, work orders, inspections, and repairs to ensure timely completion.
- Conducts routine inspections of district facilities and grounds to identify maintenance needs and ensure compliance with district standards and safety regulations.
- Oversees district energy management and conservation efforts.
- Coordinates facility preparation and operational support for district events and special activities.
- Coordinates the planning and implementation of construction, renovation, and capital improvement projects.
- Serves as the district liaison with architects, engineers, contractors, and consultants during construction projects.
- Reviews project plans, specifications, and construction progress to ensure compliance with approved designs, budgets, and timelines.
- Assists with facility assessments and long-range maintenance planning.
- Monitors project expenditures and provides regular updates to the Deputy Superintendent.
- Coordinates site improvements and assists with property-related projects as assigned.
- Develops and monitors departmental budgets.
- Reviews expenditures and recommends budget adjustments as needed.
- Administers contracts for maintenance, custodial services, grounds maintenance, and facility-related projects.
- Ensures purchasing and procurement activities comply with district policies and state procurement regulations.
- Assists in developing bid specifications and evaluating proposals for facility-related services.
- Researches and recommends products, equipment, and operational improvements that enhance efficiency and effectiveness.
- Supervises, evaluates, and supports district maintenance personnel.
- Coordinates staff assignments, work schedules, training, and professional development for maintenance personnel.
- Establishes performance expectations and promotes a culture of accountability, teamwork, safety, and customer service.
- Monitors the performance of contracted custodial, grounds, and other facility service providers to ensure compliance with contract requirements, district expectations, and established service standards.
- Collaborates with contractors and vendors to address operational concerns and ensure quality, timely delivery of services.
- Coordinates district emergency preparedness efforts related to facilities and operations.
- Ensures district facilities comply with applicable federal, state, and local laws, building codes, environmental regulations, and safety standards.
- Coordinates inspections and corrective actions related to facility safety.
- Assists in administering district risk management programs as assigned.
- Develops and monitors energy conservation initiatives that promote operational efficiency and responsible stewardship of district resources.
- Collaborates with principals and department leaders to prioritize facility needs and support school operations.
- Maintains effective working relationships with contractors, architects, engineers, regulatory agencies, and community partners.
- Prepares reports, budgets, presentations, Board agenda information, and other written materials related to facilities and operations.
- Keeps the Deputy Superintendent informed regarding facility conditions, project status, operational concerns, and budget needs.
- Participates in professional meetings, workshops, and training to remain current on industry trends, regulations, and best practices.
- Performs other duties as assigned by the Superintendent or Deputy Superintendent.
Bachelor's degree in Facilities Management, Construction Management, Public Administration, Engineering, or a related field required. Master's degree in a related field preferred.
Experience
- Minimum of five (5) years of progressively responsible experience in facilities management, construction management, maintenance operations, or a related field.
- Supervisory experience required.
- Experience managing construction or capital improvement projects preferred.
- Experience in public education preferred.
- Knowledge of facility maintenance and operations.
- Knowledge of construction management and capital improvement projects.
- Knowledge of preventive maintenance programs.
- Knowledge of budgeting, procurement, and contract administration.
- Knowledge of state procurement requirements, building codes, environmental regulations, and safety standards.
- Knowledge of applicable federal, state, and local laws governing school facilities.
- Strong leadership and personnel management skills.
- Effective project management and organizational skills.
- Budget development and fiscal management skills.
- Excellent written, verbal, and interpersonal communication skills.
- Strong problem-solving and decision-making abilities.
