The San Francisco District Attorney’s Office Victim Services Division is dedicated to making the criminal justice system more humane, accessible, and supportive for victims of crime. We provide comprehensive advocacy, guidance, and resources to help victims navigate the aftermath of trauma and participate meaningfully in the justice process.

The Victim Services Division includes three units:
• Victim Advocacy
• Victim Compensation
• Restitution

We are seeking a Claims Specialist to join our Victim Compensation Unit. In this role, you will help crime victims recover from crime‑related financial losses by guiding them through the California Victim Compensation Board (CalVCB) application process. You will evaluate eligibility for state compensation, verify financial losses, and assess reimbursements and recoveries to support fair and timely claim decisions.

This position is ideal for someone who is detail‑oriented, compassionate, and committed to ensuring victims receive the financial support they are entitled to.

Under general direction the Claims Supervisor, example of essential duties includes, but are not limited to:

  • Verify and evaluate information provided by applicants to determine eligibility for program benefits 
  • Verify and evaluate crime related losses and applicable reimbursement and recovery sources
  • Analyze and respond to inquiries from victims and service providers regarding program eligibility and pertinent service-related questions
  • Work with a diverse population of clients who may be in crisis
  • Apply excellent written and verbal skills to effectively communicate with applicants, state board staff, law enforcement, victim/witness advocates and peers with the goal of resolving claims in accordance with CalVCB guidelines
  • Explain processes and guidelines to applicants to ensure that they are given accurate and timely information regarding the status of pending claims
  • Demonstrate the ability to learn, understand, assimilate and apply extensive and frequently changing State of California policy and statutory revisions governing the claims verification process
  • Collaborate with advocacy team and other parties related to pending cases and corresponding claims
  • Apply knowledge of various reimbursement sources to resolve claims
  • Maintain clear and concise notes documenting all contacts, correspondence and pertinent work performed
  • Keep supervisor apprised of all activities, including current and anticipated issues
  • Work with community stakeholders.
Qualifications

Minimum Qualifications

At least one (1) year of experience in social services, case management, or the insurance industry.

Desired Qualifications

The ideal candidate will possess strong written and verbal communication skills, along with solid customer service abilities that include data collection, data entry, report writing, and record keeping. Candidates must be able to work effectively with members of the public, including individuals in crisis, and must adhere to strict processing guidelines while maintaining confidentiality in accordance with applicable laws and regulations. The ability to work independently, follow established program policies and procedures, and apply strong analytical and critical‑thinking skills is essential.

Education in Social Work, Psychology, Criminal Justice, or a closely related field at the bachelor’s level or higher is strongly preferred. Desirable experience includes knowledge of victimology, advocacy, trauma, and health or mental‑health services; familiarity with the criminal justice system, court processes, insurance reimbursement procedures, and general assistance programs; and experience working with diverse communities, particularly within San Francisco. Additional desirable skills include experience collaborating across government agencies, navigating fast‑paced environments, and demonstrating strong initiative.

Effective communication with victims, service providers, law enforcement, state agencies, and internal staff is highly valued, as is the ability to maintain clear and organized documentation. Bilingual skills—especially in Cantonese, Mandarin, and Spanish—are highly desirable and may be evaluated based on departmental needs.
