We are seeking an experienced Technical Trainer / Operator Qualification (OQ) Evaluator to support our natural gas, heavy equipment, and construction operations by developing a highly qualified workforce through classroom instruction, hands-on field training, and Operator Qualification evaluations. This position plays a critical role in developing field employees, contractors, and apprentices while ensuring compliance with federal regulations, company procedures, and customer Operator Qualification programs. Position Summary The Technical Trainer / OQ Evaluator utilizes extensive knowledge of natural gas utility construction, heavy equipment operations, and Operator Qualification (OQ) programs to train, mentor, and evaluate employees performing covered tasks. This individual will conduct classroom, field, and hands-on training, administer Operator Qualification evaluations, and support Precision Pipe Solutions’ Registered Apprenticeship Program through structured equipment training and technical instruction. The successful candidate will collaborate with Operations, Safety, Quality, and leadership teams to improve workforce competency, ensure regulatory compliance, and promote a culture of operational excellence. Key Responsibilities Technical Training Develop, coordinate, and deliver classroom, field, and hands-on technical training programs. Facilitate heavy equipment operation training including excavation, grading, trenching, material handling, and related construction activities. Deliver technical instruction supporting natural gas construction, maintenance, pipeline operations, emergency response, and equipment operation. Create and maintain lesson plans, presentations, assessments, practical exercises, and training materials. Evaluate training effectiveness and continuously improve curriculum based on field observations, employee feedback, audits, and operational performance. Operator Qualification (OQ) Conduct Operator Qualification evaluations in accordance with company OQ Plans, client requirements, and applicable federal regulations. Evaluate employee knowledge, skills, and abilities through written examinations, practical demonstrations, and field observations. Ensure employees and contractors remain qualified to perform covered tasks safely and effectively. Maintain accurate qualification records and documentation using the company’s Learning Management System (LMS). Support compliance with PHMSA 49 CFR Part 192, OSHA requirements, company procedures, and customer-specific OQ programs. Operations Support Partner with Operations, Safety, Engineering, and Quality personnel to identify training needs and performance gaps. Provide technical guidance to field supervisors and employees. Participate in incident investigations, root cause analysis, and corrective action development. Assist with audits, compliance reviews, and continuous improvement initiatives. Stay current on industry regulations, construction practices, and emerging technologies. Knowledge, Skills & Abilities Strong understanding of natural gas distribution and transmission operations. Knowledge of heavy equipment operation and construction best practices. Ability to explain complex technical concepts clearly to diverse audiences. Strong coaching, mentoring, and leadership abilities. Excellent organizational skills with the ability to manage multiple priorities. Ability to work independently and collaboratively. Commitment to safety, compliance, and continuous improvement. Physical Requirements Ability to climb ladders, scaffolding, and work on uneven terrain. Ability to kneel, crouch, crawl, stoop, and work in confined spaces or at heights. Lift and carry up to 50 pounds. Stand and walk for extended periods on construction sites. Wear required personal protective equipment, including respirators when necessary. Comply with all client-specific safety requirements, including clean-shaven policies where applicable. Work Environment This is an onsite position requiring regular travel to industrial construction sites, utility facilities, fabrication shops, and customer locations throughout the assigned service territory. Work is primarily performed outdoors and may involve exposure to: Extreme heat and cold Rain, humidity, and changing weather conditions Loud equipment and machinery Dust, mud, uneven terrain, and excavations Chemical exposure associated with construction activities Temporary relocation to project locations may be required based on operational needs. Requirements Required Qualifications High School Diploma or GED. Minimum 10 years of experience in natural gas utility construction, heavy equipment operations, pipeline construction, or related utility field. Extensive knowledge of Operator Qualification (OQ) programs and covered tasks. Working knowledge of PHMSA 49 CFR Part 192, OSHA standards, and applicable state and federal regulations. Experience delivering classroom, field, and hands-on technical training. Strong written, verbal, and presentation skills. Proficiency with Microsoft Office and Learning Management Systems (LMS). Valid driver’s license with an acceptable driving record. Ability to obtain company-approved Operator Qualification Evaluator certification within six months of hire. Preferred Qualifications Previous experience as an OQ Evaluator, Technical Trainer, or OQ Verifier. Experience preferred with BGE, TECO, NiSource, Columbia Gas, EWN or other major utility Operator Qualification programs. NCCER, Veriforce, or comparable industry certifications. Experience supporting Registered Apprenticeship Programs. Knowledge of plastic fusion, steel gas construction, gas main installation, service installation, locating, excavation safety, and pipeline maintenance.
