Visit our website at JOB OPPORTUNITY: INDUSTRY: Commercial Banking POSITION: Chief Compliance Officer Responsibilities: Administer all aspects of the BSA/AML/OFAC Compliance Program and supervise all areas of AML, OFAC, and regulatory compliance issues. Oversee AML, OFAC and regulatory compliance reporting to regulatory examiners, Head Office Compliance and to LA Branch (the "Branch") Senior Management. AML and OFAC matters shall be reported directly to the Global AML/CFT Officer of the Bank; regulatory compliance matters shall be reported directly to the Global Chief Compliance Officer of the Bank. Develop and maintain criteria and settings of AML and OFAC systems for name screening and transaction monitoring to identify suspicious activity. Liaise with internal, external audit and Federal/State Regulators and comply with recommendations and actions reported by regulators or auditors, including managing corrective action plans related to regulatory examination findings, internal audit findings and model validation reviews. Develop, implement and oversee the execution of the BSA/AML and OFAC Risk Assessments, as well as the Compliance Risk Assessment. Develop and oversee Compliance and AML-related training for the Branch’s personnel, track and monitor completion. Maintain Compliance-related policies and procedures, including those related to BSA/AML/OFAC, to ensure compliance with new and updated laws and regulations. Review and evaluate business line risks and controls through evaluation of test results to ensure all applicable regulatory risks, including AML and OFAC, are addressed and managed. Advise Branch/Head Office Senior Management of emerging regulatory compliance, AML and OFAC risks, new or amended regulatory compliance/BSA/AML/OFAC laws and regulations, or regulatory agency guidance; recommend and implement changes and controls to mitigate compliance and AML risks. Serve as Chair of the Monthly AML Oversight Committee, set agenda, including recommending closing of accounts for non-cooperative customers or customers with risk profiles exceeding the Branch’s risk appetite. Serve as Chair of the Monthly Compliance Committee, set agenda, report risk metrics, lead discussions of regulatory compliance issues. Serve as the Money Laundering Reporting Officer responsible for electronic SAR filings of suspicious transactions and required OFAC reporting. Establish and maintain an effective Customer Due Diligence and Enhanced Due Diligence risk rating and monitoring program to include initial and ongoing assessments, and review and analysis of unusual/suspicious account activity. Complete required hours of total training (General as well as BSA/AML/OFAC) in a calendar year. Requirements 15+ years of experience in the banking environment with related experience in compliance, BSA/AML/OFAC, bank audit experience, corporate strategic planning, and/or public relationship management is preferred. Proficient in documenting, evaluating, and analyzing diverse, complex company functions and processes that identify key risks and controls to facilitate the development of value-added business compliance and control improvement recommendation. Experience of examinations from regulatory agencies such as FDIC, DFPI, FRB, or OCC is a plus. Fluent in Mandarin Chinese is a major plus. #J-18808-Ljbffr CTBC Bank, New York Branch
