Ecke Holding Company dba PCI Federal is a Tribally Owned Enterprise overseeing eighteen (18) active Small Disadvantaged Businesses (SDBs), including SBA-certified 8(a)/SDB entities, that provide technical and professional services to U.S. Federal Agencies and the Department of Defense. The Enterprise was formed under the Poarch Band of Creek Indians (PBCI), a Federally Recognized Indian Tribe.

This senior executive position reports to the CEO, PCI Federal, with strategic guidance and direction provided, as appropriate, by the COO and CFO. The role works closely with the Ecke Board of Directors on key organizational matters. The President is accountable for enterprise-wide strategy, growth, financial performance, operational execution, compliance, risk management, and leadership across PCI Federal and its subsidiary LLCs, consistent with Board-approved strategic plans, annual budgets, policies, and delegated authorities. The President will lead the executive management team in achieving revenue, profitability, cash flow, backlog, and growth objectives while protecting the long-term economic development interests of the Poarch Band of Creek Indians. The President will provide regular performance and risk updates to the Corporate Officers and Ecke Board of Directors, including formal quarterly reporting.

Duties and Responsibilities

• Work with the Corporate Officers and Board of Directors to develop, promote, and sustain the culture, mission, values, and strategic direction of the PCI Federal Enterprise.
• Lead the development, implementation, and periodic refresh of the Strategic Plan, including measurable enterprise and subsidiary performance objectives.
• Work with the Sector/Subsidiary Presidents and leadership of the Enterprise LLCs to define each entity’s role within the overarching Strategic Plan and establish clear accountability for performance.
• Direct the Enterprise’s business development strategy, operational execution, and financial performance. Engage the senior management team in developing annual budgets and forecasts, allocating resources, and setting performance expectations.
• Maintain executive accountability for revenue, profitability, cash flow, backlog, pipeline, indirect-rate performance, working capital, and other key financial and operational measures; identify underperforming entities or contracts and ensure timely corrective action.
• Present and obtain annual budget and P&L approvals in accordance with PCI Federal governance requirements and delegated authorities, and provide regular forecasts and performance updates to the Corporate Officers and Board of Directors.
• Ensure the Enterprise maintains effective compliance, ethics, internal-control, and risk-management programs appropriate for a tribally owned federal government contractor, including oversight of applicable SBA 8(a), FAR/DFARS, DCAA/DCMA, contractual, cybersecurity/CMMC, and other federal requirements.
• Identify, assess, manage, and report material financial, operational, contractual, compliance, cybersecurity, and reputational risks to the Corporate Officers and Board of Directors.
• Ensure Enterprise strategy and operations protect and advance the long-term economic development objectives and interests of the Poarch Band of Creek Indians.
• Evaluate and recommend acquisitions, joint ventures, mentor-protégé arrangements, strategic partnerships, new subsidiaries, and other organic or inorganic growth opportunities consistent with Enterprise strategy and Tribal objectives.
• Develop and optimize the comprehensive Shared Services organization to provide scalable, efficient, compliant support to the Enterprise LLCs, with appropriate service levels, accountability, and cost allocation.
• Build, develop, evaluate, and hold accountable the Enterprise senior leadership team; establish succession and leadership-development plans for critical executive positions and ensure subsidiary leadership is aligned with Enterprise objectives.
• Lead the Annual Leadership Meeting in Atmore, Alabama, and other executive planning and leadership-development activities as appropriate.
• Represent PCI Federal at GOVCON industry conferences and strategic meetings with Federal agencies, Department of Defense (DoD) prospective customers, and industry partners to strengthen customer relationships, teaming opportunities, and market positioning.
• Provide executive oversight and direction to direct reports as established by the organizational structure.
• As required, visit customer and company sites to provide executive-level support to customers, employees, subsidiary leadership, and strategic partners.

Qualifications

• Master’s Degree from an accredited institution in Engineering, Industrial Management, Business Management, or a related field is preferred. An equivalent combination of education and substantial executive-level federal government contracting experience may be considered.
• Twelve (12) or more years of verifiable senior and/or executive-level GOVCON experience, with demonstrated responsibility for growth, operations, financial performance, and organizational leadership.
• Significant executive experience within a tribally owned, Alaska Native Corporation, Native Hawaiian Organization, or comparably complex multi-entity 8(a)/GOVCON enterprise is strongly preferred; direct experience in a tribally owned enterprise is highly desirable.
• Proven ability to lead significant enterprise growth and manage a complex federal contracting portfolio; experience scaling an enterprise toward $500M or more in annual revenues is highly desirable.
• Demonstrated understanding of SBA 8(a) requirements applicable to tribally owned enterprises and the governance considerations associated with multiple subsidiary LLCs.
• Demonstrated knowledge of FAR/DFARS, federal procurement, contracting and subcontracting requirements, and applicable government-contracting compliance and internal-control environments.
• Experience overseeing or working effectively with Shared Services functions supporting multiple LLCs or business units.
• Strong, collaborative executive leadership, communication, judgment, and organizational-management skills, including experience developing senior leaders and succession plans.
• Demonstrated proficiency and understanding of Federal Agency and Department of Defense customer sets, acquisition environments, and strategic customer relationship management.
• Strong financial acumen, including the ability to evaluate financial statements, budgets, forecasts, cash flow, indirect rates, backlog, pipeline, working capital, and enterprise performance.
• Demonstrated experience identifying and managing enterprise-level financial, operational, contractual, compliance, cybersecurity, and reputational risk.
• Ability to analyze complex data, communicate clear executive-level conclusions, prepare high-quality business reports, and deliver effective presentations to Boards, Tribal leadership, customers, and other stakeholders.
• Sufficient technological proficiency to evaluate and use enterprise financial, operational, CRM, ERP, and government-contracting business systems and reporting tools.
• Must have or be able to obtain and maintain a Top-Secret Clearance (DoD), as required by the position.
• Must be willing to relocate to Huntsville, Alabama, or maintain a residence in the Washington, DC area, consistent with Enterprise business requirements.

To visit other company sites, employees must be able to operate a motor vehicle and fly in an aircraft, both of which may require sitting for prolonged periods of time. Employees must possess vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups and over the telephone. Standing in work areas and walking between work areas will be required. This position requires an employee to occasionally bend, stoop, kneel, crouch, crawl, climb or balance; reach, push, and pull drawers and doors open and closed. The employee must occasionally lift and/or move up to 20 pounds.
