Project Manager 2 (Non-IT)

The Project Manager will lead medium sized projects from initiation through completion, ensuring work is delivered in accordance with established project management methodologies, industry standards, approved scope, schedules, and funding parameters. The role will coordinate project teams and resources, monitor budgets and schedules, manage risks and issues, maintain project documentation, and communicate progress to sponsors and stakeholders. The Project Manager will also support change management and business analysis activities as needed.

Position Responsibilities

• Facilitate assigned medium sized proposals and projects from inception through completion, following established project management methodologies, industry standards, best practices, and applicable internal development practices.
• Develop project plans, resource strategies, funding estimates, and schedules; plan project phases and assess business implications, dependencies, and requirements for each stage.
• Establish and manage project scope, obtain authorization for changes to cost, schedule, or performance, and coordinate project activities to achieve approved objectives within established time and funding parameters.
• Forecast project resource needs, recommend appropriate staffing, coordinate team assignments and task allocation, and identify and escalate resource allocation concerns with recommended solutions.
• Provide guidance to technical staff and serve as a liaison between business and technical teams to clarify business needs, coordinate dependencies, and support solution deployment.
• Schedule and facilitate project meetings, coordinate sub-team activities, review meeting minutes and action items, and follow up on outstanding tasks, including those from missed meetings.
• Monitor project schedules, milestones, workflows, and deliverables; identify changes or delays and promptly communicate schedule concerns to project leadership.
• Review and monitor project budgets and funding, identify financial concerns, and escalate issues that may affect project delivery or approved funding parameters.
• Maintain project plans, schedules, budgets, workflows, and related documentation in the designated project management system of record.
• Proactively identify, assess, and manage project risks and issues; maintain risk, issue, and action logs, seek appropriate guidance, and develop contingency plans and mitigation recommendations.
• Prepare regular status reports, final reports, and project deliverables; communicate project progress against the plan to sponsors, resource managers, and stakeholders; and document lessons learned with appropriate approval.
• Maintain project records in accordance with applicable information security, records management, and compliance requirements; ensure documentation is accurately maintained and shared only with authorized personnel, and support change management and business analysis activities as needed.

Position Requirements

Education & Corresponding Experience

• A bachelor's degree in business administration (or closely related field) is preferred.
• 5 years of experience is required with an applicable bachelor's degree.
• 10 years of experience is required without a degree or an applicable degree.
• Experience direct work experience in project management field, including all aspects of process development and execution including strong familiarity with project management software.

Required Technical Skills & Experience

• 5 years of demonstrated project management experience on projects using industry standard methods and tools for managing schedules, dependencies, resources, funding, and developing technical specifications and project plans.
• 5 years of demonstrated experience successfully coordinating or running multiple projects simultaneously.
• 5 years of demonstrated working knowledge of System Life Cycle (SLC) principles.
• Demonstrated experience in project planning for assigned work streams, managing priorities, deliverables and milestones, identifying and tracking project issues, risks, management decisions, and action items.
• Demonstrated experience with Visio flowcharts or similar software.
• Demonstrated experience with Microsoft Project or similar project management software, including familiarity with the fundamental operation, function, and workflow of Microsoft Project timelines, dependencies, deliverables, milestones, and resources

Preferred Skills & Experience

• Project Management Professional (PMP) Certification
• Experience in iterative development (e.g. Agile, Scrum, Lean, Six Sigma).
• Change Management
• Business Analysis
• Experience in a government/utility organization
• Working knowledge of software testing from test plan development to reliable and verifiable test case development and results.
• Ability to facilitate story development with product owner, manage project backlog, facilitate sprint planning sessions, and manage task burndown.
