- Executive Director – Cloud Portfolio ManagementJersey CityFinOpsNot Specified30/07/2026Full-timeHybridFavoriteAccess Job## Job Description## About the RoleThe Executive Director, Cloud Portfolio Management will establish and lead the Cloud Business Office (CBO) as DTCC’s central function for cloud portfolio oversight, financial governance, and decision support.ManagementThis role brings Cloud Engineering, Tools Development, and Operations into a single planning and reporting framework so cloud work is prioritized, funded, sequenced, and tracked against measurable outcomes. It also ensures cloud initiatives are managed in line with regulatory and audit expectations.You will lead a multi-disciplinary team spanning portfolio management, FinOps, audit coordination, and Cloud Technical Project Management. The role partners with Enterprise Finance and senior leaders to connect strategy, delivery capacity, spend, and realized value, while improving predictability, transparency, and executive confidence in cloud decisions.## Key Responsibilities– Own the integrated cloud portfolio across Cloud Engineering, Tools Development, and Operations, including strategic programs, platform investments, and migration/onboarding efforts. – Ensure cloud work is clearly defined, sequenced, aligned to enterprise priorities, and tracked against measurable outcomes. – Provide executive reporting on portfolio health, delivery progress, risks, dependencies, constraints, and trade-offs. – Lead quarterly planning and prioritization across cloud functions, balancing demand, capacity, sequencing, and platform readiness. – Partner with Enterprise Finance on budgeting, forecasting, funding decisions, and traceability between budget, spend, and outcomes. – Establish and operate the Cloud Business Office, including FinOps, governance, audit response, intake management, stage gates, review forums, decision rights, and reporting standards. – Lead the Cloud Technical Project Management function and maintain a trusted source of truth for cloud delivery status. – Surface and escalate cross-team dependencies, resource conflicts, and execution misalignment, while improving coordination across interdependent teams. – Build portfolio management practices, reporting and analytics, operating rhythms, and KPIs that improve transparency, planning accuracy, and value realization.Finance## Required Skills– 15+ years of related experience. – Significant leadership experience in large, complex, regulated technology environments. – Proven track record leading portfolio management, PMO, or business office functions. – Strong understanding of technology delivery models, financial planning and investment governance, and risk, control, and audit frameworks. – Demonstrated ability to drive alignment across highly matrixed organizations. – Strong executive communication and decision-support skills. – Experience partnering with Finance leadership on budgeting, forecasting, and investment decisions.## Preferred Skills– Bachelor’s degree preferred, or equivalent experience. – Experience in cloud, infrastructure, or platform engineering environments. – Familiarity with AWS and Azure. – Familiarity with DevSecOps and delivery pipelines. – Familiarity with enterprise resiliency and operational models. – Experience with FinOps practices and cost optimization. – Experience supporting regulatory and audit response in technology environments. – Experience leading multi-disciplinary teams across portfolio management, financial governance, and TPM.## Cloud Platforms & Technologies### Cloud Providers – AWS – Azure### Delivery Practices – DevSecOps – Delivery pipelines## FinOps Responsibilities– Provide end-to-end cloud cost transparency and attribution. – Define and oversee cost governance across services and teams. – Identify and realize cloud efficiency opportunities. – Align cloud budgeting and forecasting with consumption trends and cost drivers. – Maintain traceability between cloud budget, spend, and outcomes. – Support cost-informed decisions across cost, performance, speed, and risk. – Define portfolio KPIs for cost efficiency and value delivery.## Benefits– Competitive compensation, including base pay and annual incentive. – Comprehensive health, life, and well-being benefits, based on location. – Pension / retirement benefits. – Paid time off, personal/family care leave, and other leaves of absence as needed. – Flexible hybrid schedule: 3 days onsite and 2 days remote, with onsite days on Tuesdays, Wednesdays, and one additional day specific to the team or employee.## Why You Might Be InterestedThis role offers the opportunity to shape DTCC’s cloud portfolio from strategy through execution.
