Job DescriptionResponsible for performing a variety of unskilled and semi-skilled manual labor tasks and other duties as required within the Streets Division of the Public Works Department. An employee in this class performs routine manual labor in the construction, maintenance, repair and upkeep of streets, sidewalks, stormwater systems, curbs, and gutters. Work is performed under the general supervision of the Street Department Supervisor and is evaluated by visual inspection of work, periodic meetings, compliance with safety procedures, and overall quantity and quality of work performed.Essential Job FunctionsAssists with the demolition and replacement of concrete and asphalt, as needed, throughout the city.Shovels, digs, cuts, compacts and rolls asphalt in the repair and maintenance of city streets.Constructs forms and pours concrete to build and repair sidewalks and curbs.Helps transport equipment to job site; set up ensuring traffic control and safety.Cleans job site by blowing off excess asphalt, shoveling excess concrete, etc.Removes fallen trees from streets and bridges.Put out barricades for activities and flooding.Perform other work as may be assigned in other City divisions and departments.Works outside normal work hours in an emergency or on-call basis.Assists with removal of snow and ice from city streets, sidewalks, parking lots, etc.Performs other related job duties as assigned.QualificationsStreets Maintenance Worker I – Paygrade 10 - $42,260.45 - $48,921.75Education and Experience:High school diploma or GED equivalency; some experience in general maintenance of streets, sidewalks, stormwater systems is preferred or an equivalent combination of education and experience.Special Qualifications: Requirements exist at the time of hire and as a condition of continued employmentPossession of a valid Driver's LicenseNCDOT Flagger and Work Zone Certification (within one year of hire date)Streets Maintenance Worker II – Paygrade 12 – Hiring Salary: $46,592.14 - $53,936.22Education and Experience:High school diploma or GED equivalency; and two (2) years of experience in general maintenance of Streets, Sidewalks, Stormwater systems or an equivalent combination of education and experienceSpecial Qualifications: Requirements exist at the time of hire and as a condition of continued employment:Possession of a valid Class B CDLNCDOT flagger and work zone Certifications (within one year of hire)Competent Person Training (within one year of hire date)NCLTAP Road Scholar Certificate (within one year of hire date)APWA Winter Maintenance Operators Certificate (within one year of hire date)OSHA 10 HR Certificate (within one year of hire date)Streets Maintenance Worker III – Paygrade 13 – Hiring Salary: $48,921.75 - $56,633.03Education and Experience:High school diploma or GED equivalent; and four (4) years of experience in the operation, maintenance, and care of a variety of medium and heavy construction equipment; or an equivalent combination of education and experience.Special Qualifications: Requirements exist at the time of hire and as a condition of continued employment:Possession of a valid NC Class B Commercial Driver's License, Class A is preferred.NCDOT Flagger and Work Zone Certification.NCLTAP Road Scholar CertificateAPWA Winter Maintenance Operators Certificate10 Hour OSHA CertificateConstruction Equipment Operator Training (Departments Equipment - within one year of hire date)Forklift Operation Training (within one year of hire date)Confined Space Certification (within one year of hire date)Competent Person Certification (within one year of hire date)Knowledge, Skills and Abilities:Knowledge and skills to use the tools, materials and equipment used in the maintenance of roadways, sidewalks, & stormwater systems.Knowledge of a variety of maintenance, manual methods and tasks involved in the installation, maintenance, repair, & replacement of asphalt, concrete, & stormwater infrastructure.Knowledge of the safe use, operation, and preventive maintenance of common automotive and mechanical equipment.General knowledge of the city roadways.Ability to complete simple reports on paper and computer.Knowledge of hazards and applicable safety precautions associated with assigned area of work.Skills in the use of equipment to which assigned.Ability to operate light and medium equipment.Ability to perform manual labor for extended periods.Ability to follow instructions; ability to establish and maintain effective working relationships between supervisors and coworkers and the public.Physical DemandsWork in this classification is defined as heavy work requiring physical exertion in excess of up to 100 pounds of force occasionally, and/or in excess 50 pounds of force frequently, and/or in excess 20 pounds of force to move objects. Work requires climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, handling and repetitive motions. Work requires dexterity in the hands for typing and operation of standard office equipment and visual acuity is necessary to read handwritten and typewritten materials and to operate a computer terminal. Vocal communication is required to express or exchange ideas. Hearing is required to perceive information at normal spoken word levels. Visual acuity is required for depth perception, preparing, and analyzing written or computer data, visual inspection of products, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities. Employees must have the stamina to work for extended periods, some of which are in emergency situations.Work EnvironmentWork is primarily performed in outside environmental conditions including extreme heat and cold with snow and ice. Employees are subject to noise which may cause the employee to shout to be heard above the ambient noise level. Employees are subject to vibration, such as exposure to oscillating movements of the extremities or whole body and are also subject to workplace hazards including proximity to moving mechanical parts or exposure to chemicals, oils, fuels, etc. Employees are subject to atmospheric conditions due to exposure to fumes, odors, dust, and oils. May work in close quarters, crawl spaces, shafts, manholes, small areas of water lines, and other areas which could cause claustrophobia.
