Four years of verifiable experience in a combination of data management, training, audits, plans of correction, public speaking, and/or quality preferred. Candidate must have excellent computer skills including a working knowledge of Word, Excel, and Windows and excellent organizational, verbal and communication skills. JOB DESCRIPTION Job Title: Data Management/Quality Specialist Department: Data Management Location: CMH Administration Building Supervisor: Chief Program Officer Shift: 8:00am-5:00pm Monday - Friday Classification: 6 (six) SUMMARY Monitors, coordinates, completes, and assists with tasks for the Data Management Department. Enters and tracks data related to CCBHC and data management by performing the following duties: ESSENTIAL DUTIES AND RESPONSIBILITIES include the following: Responsible to assist with gathering and monitoring data for accreditation reviews. Coordinates and completes projects as assigned Attends and participates in committees as assigned Pulls data and prepares reports for agency programs as requested by supervisor. Performs other duties as assigned. Data: Responsible for completing and sending reports using the EMR/OASIS on a predetermined schedule. Those reports include, but are not limited to: Unsigned Documents, Children’s Count, Fee Assessments, Attendance Report, Case List per Department, Data Quality Issues, and SAL Change Requests. Generate reports related to caseloads for clinicians and care managers of ACT, Care Management, and Clinical Services to assist with running Medicaid changes report, IPOS renewal reports, Fee Assessment renewal reports, etc. Provides training and assistance to staff for EMR/OASIS, including the creation of a monthly newsletter offering tidbit reminders of EMR/OASIS processes. Provides troubleshooting assistance as it relates to OASIS for scheduling, data collection and tracking. Enters non-billable individuals for grants/hospital liaison to EMR/OASIS. Adds staff for contractors to EMR/OASIS Assists CPO and CIO with internal, external audits and reviews for areas of responsibility. Collecting appropriate evidence and coordinating completion of responses. This includes assisting with Plan of Correction (POC) follow-up. Compiling all POC responses and working with the appropriate administrator to finalize. Monitoring status reports. Collecting evidence of compliance with POC. Follows up with CPO on any outliers that require corrective action plans/plans of correction/root cause analysis. Completes Satisfaction and Accessibility survey collection in conjunction with Data Management Specialist – Quality. Responsible for entry into survey application and notifying supervisor when complete. Assists with report prep. Assists with Quality Improvement projects and reports both for the Region and internally by the deadlines set forth. Assists with the completion of weekly, monthly, quarterly, bi-annual, and annual reports for the Region and State. (Delegation report, mortality report, accuracy and completeness report, annual submission, etc.) Coordinates and maintains provider enrollment with Insurance Providers as well as the Insurance Provider with agency. Enrolls all appropriate staff and the Agency in all viable insurance panels. Responsible to initiate, track and assist in the coordination of HCBS Waiver and Self-Determination/Fiscal Intermediary process. Back up for integrated care calls with Region 10 and Health Plans. Monitors MCHLDs and SUTEDS completeness and accuracy. Works with staff to correct errors found. Assist with COFR tracking Quality Assists CPO and CIO with internal, external audits and reviews for areas of responsibility. Collecting appropriate evidence and coordinating completion of responses. This includes assisting with Plan of Correction (POC) follow up. Compiling all POC responses and working with the appropriate administrator to finalize. Monitoring status reports. Enter all agency staff training, maintaining records for auditing purposes and monitor training compliance via reports to ensure that MDHHS, CARF, CCBHC, Medicaid, PIHP, and SUD training requirements are met. Notify supervisors monthly of staff that are not compliant with licensure and training requirements of position. Responsible for the Online Training Systems; including entering new courses and employees in addition to training staff on how to use the system. Responsible for maintaining the Internal (direct) Staff Training Grid ensuring that training requirements are correct and meets all contract, funder, and regulatory requirements. Notifies supervisor of any changes needed. Monitors IPOS acknowledgement sheets to ensure all program direct care service providers, including substitute and temporary staff, are trained and sign the appropriate documentation in a timely manner. Responsible for assisting in development, disseminating, and evaluating surveys for trainings. Reconcile training registrations for submittal to Finance. Completes Performance Indicators for CMH. Responsible for pulling performance measures, monitoring issues and entries, working with staff on corrections and data accuracy, and completing R10 and State reports, which includes submitting them to the supervisor for review, within the mandated timeframes for each quarter. Coordinates, participates, and assists staff with integrated care calls with PIHP and Health Plans. Review and gather input on quality data at advisory committee meetings. Assist with COFR tracking. Provider Network Responsible to initiate, track and assist in the coordination of HCBS Waiver and Self-Determination/Fiscal Intermediary process. Monitors IPOS acknowledgement sheets to ensure all contract service providers are trained and sign the appropriate documentation in a timely manner. Responsible for the provider network monitoring process. Coordinating the completion of the review for each provider and monitoring corrective action plans. Assists CPO with rate development, provider correspondence, maintaining provider contact information, and assisting with provider inspections. Maintains provider files in appropriate format in coordination with CPO or designee. Works in tandem with the Data Management Specialist – Quality to ensure training is scheduled, maintained and documented. Responsible for maintaining the Provider Training Grid and Provider Training log used for contract compliance and ensures that training requirements are correct. Responsible for booking provider network face-to-face trainings including set up, copies, food and ordering items as needed. Assists contract providers with registration for face-to-face trainings and updates agency website with group home training materials. Responsible for ensuring the training available (in software and on Agency webpage) is the most current and meets the providers’ contractual responsibilities. Enter all provider staff trainings, maintaining records for auditing purposes and monitor training compliance via reports to ensure that MDHHS, CARF, Medicaid, and PIHP training requirements are met. Notify CPO monthly of staff that are not compliant with licensure and training requirement. Responsible for completing and sending reports on a predetermined schedule to the billing department, Supervisors/Chiefs, the Region, the CIO, etc. Generate and update monthly reports for CPO on projects, audits/reviews, and POCs. Reconcile training registrations for submittal to Finance. Integrated Health Outcomes/Quality Generate and update monthly reports for CPO on projects, audits/reviews, and POCs. Responsible for data entry into SPARS database as assigned. Enrolls all appropriate staff and the Agency in all viable insurance panels. Monitors insurance panel enrollments and re-certifies as required. Monitors data for completeness and accuracy and works with staff to correct errors found. Responsible to contact the county large employers annually to ensure we are participating with their insurance carrier. Assist with completion of GAP Analysis/community needs assessment. Attends and participates in CCBHC teams as requested. SPECIAL KNOWLEDGE AND SKILLS: Has the ability to coordinate data, CSM schedules, staff meetings, and training material to effectively meet audit/POC requirements. Relates effectively with supervisors, professional staff, and peers as well as other organizations. Has working knowledge of computer software such as Excel, pivot tables, Word and EMRs. Has demonstrated experience and competency in maintaining and organizing large amounts of data and evidence. Has demonstrated experience and competency in organizing, monitoring, and completing multiple projects with multiple due dates and meeting each deadline.
