Summary This position serves as a Supply Systems Analyst within the Office of the Director and is assigned to Veterans Integrated Service Network (VISN) 1, New England Healthcare System. This position is full‑time (40 hours per week). Location negotiable within VISN 1, upon selection. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/15/2026. Time‑in‑Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time‑in‑grade requirements by the closing date. For a GS‑12 position you must have served 52 weeks at the GS‑11. The grade may have been in any occupation but must have been held in the Federal service. An SF‑50 that shows your time‑in‑grade eligibility must be submitted with your application materials. If the most recent SF‑50 has an effective date within the past year, it may not clearly demonstrate you possess one‑year time‑in‑grade as required. In this instance you must provide an additional SF‑50 that clearly demonstrates one‑year time‑in‑grade. Note: Time‑In‑Grade requirements also apply to former Federal employees applying for reinstatement and current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS‑11 in the normal line of progression for the occupation in the organization. Examples of specialized experience include— but are not limited to: Demonstrated expert‑level knowledge of logistics and supply chain operations to ensure mission success across a multi‑site organizational network; experience performing complex supply chain management functions and providing guidance to staff in the following areas: conducting detailed analytical reviews of logistics and inventory workflows, identifying operational issues, and developing and implementing improved procedures to enhance the effectiveness and efficiency of supply and inventory operations across multiple facilities; ensuring compliance with organizational requirements related to quality control reviews, property and equipment management, expendable item management, acquisition program oversight, recall processes, and storage and distribution functions; applying comprehensive knowledge of supply chain management policies, procedures, and performance metrics to evaluate program effectiveness and improve operational outcomes; providing data and analysis to support lifecycle management of equipment and assets, ensuring alignment with organizational priorities and long‑term planning; utilizing enterprise systems and planning tools to support strategic equipment planning, resource forecasting, and decision‑making at the network or multi‑facility level; preparing business case analyses and return‑on‑investment assessments to support leadership decisions and ensure that program goals, fiscal responsibilities, and operational requirements are met. Work Environment: The work is sedentary and is usually accomplished while the employee is comfortably seated at a desk or table. Some walking and standing may occur in the course of a normal workday in connection with a site visit, attendance at meetings and conferences, or while researching files. Items carried are typically light objects such as briefcases, notebooks, files, and data processing reports. Lifting of moderately heavy objects is not normally required. Some bending or kneeling may be needed when looking for equipment and equipment labels. No special physical effort is required to perform the work. For more information on these qualification standards, please visit the United States Office of Personnel Management's website at Duties The Supply Systems Analyst (Network Non‑Expendable Manager (NEM)) is a senior logistics and supply chain management (SCM) advisor to the Network Chief Supply Chain Officer (CSCO) with emphasis on logistics operations and management of non‑expendable equipment. Provides a full continuum of health care services through medical centers, community‑based and in‑home programs, clinics, and extended care facilities. Duties include but are not limited to: provides oversight, guidance, program management, and leadership in operations and planning activities for all non‑expendable (NX) programs. This includes analytics, standardization of business processes, performance measurement/management, quality assurance/compliance, and reporting. Monitors and manages the performance and measurement functions including all aspects of NX management and/or equipment standardization activities (including requirements determination, acquisition planning/coordination/oversight, purchasing, etc.). Ensures best practices are disseminated as appropriate, utilizing continuous quality improvement principles and practices such as Lean Six Sigma. Supports and facilitates education and training opportunities for staff in all logistics areas—particularly logistics operations and NX management. Works closely with leadership to ensure a thoroughly integrated, future‑focused, and well‑planned equipment management program is implemented. Conducts logistics audits, quality assurance, compliance reviews, and program effectiveness/efficiency reviews of all activities. Reveals improvement opportunities—acts as the catalyst and coordinates on behalf with facility leadership to ensure these opportunities are realized. Performs complex analytical studies, financial analyses, program planning, and outcome evaluations. Provides objective assessments—prioritizes issues—and takes appropriate actions ensuring key issues are reported to leadership. Makes decisions on work problems presented by other staff and by contractors. Other duties assigned. Work Schedule: Monday‑Friday 7:00 am‑3:30 pm. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment. The salary range listed reflects the Rest of U.S. locality rate. Actual pay will be adjusted upon selection after duty location is established. This position is in the Bargaining Unit AFGE. This position is covered by locality‑based comparability pay. Veterans' preference does not apply for internal or other current permanent Federal agency employees.
