Job Description
The Vice Chancellor of Academic Affairs (VCAA) serves as Eastern Iowa Community Colleges' Chief Academic Officer, providing strategic leadership and oversight for all district educational programs, services, and personnel. This includes Arts and Sciences transfer programs, Career and Technical Education, and eLearning. The VCAA leads curriculum development and approval, program evaluation, assessment, instructional design, instructional strategies, and the integration of innovative instructional technologies to support high-quality teaching and learning. The VCAA ensures student success by developing and maintaining guided transfer pathways, aligning career and technical programs with industry standards, advancing developmental education reforms, and overseeing distance learning quality assurance and learning management systems. In collaboration with Divisional Deans and faculty leadership, the VCAA manages instructional spaces, maintains course schedule integrity, and cultivates faculty leadership to ensure meaningful faculty involvement in all areas of academic affairs. The VCAA oversees key academic programs, including the Center for Teaching and Learning, faculty onboarding, and continuous program improvement initiatives. Working closely with the Vice Chancellor for Student Services, the VCAA aligns guided pathways and student development initiatives to promote engagement, persistence, and completion. As a member of the Chancellor's Senior Leadership Team, the VCAA contributes to strategic planning, represents EICC on state and regional committees, and fosters partnerships with K-12 schools, four-year institutions, state agencies, and regional businesses. The VCAA also administers the academic affairs division, including budgets, supervision, faculty searches, and collective bargaining participation, while ensuring the highest standards of service and advancing the mission of EICC. Required Qualifications
- Master's Degree required
- Experience as faculty preferably in a community college or higher learning setting.
- Three years of senior administrative experience at the dean level or equivalent, with demonstrated experience in the direct supervision of faculty, preferably in a community college or higher learning setting.
- Demonstrated expertise with development and implementation of instructional programs, preferably in a community college or higher learning setting.
- Demonstrated experience in the administration of career and technical education.
- Demonstrated experience in the administration of Liberal Arts, transfer degree programs.
- Demonstrated experience in supervising, planning, and budgeting academic instruction, preferably in a community college or higher learning setting.
- Excellent oral and written communication skills to communicate effectively is required.
- Strong understanding and commitment to the philosophy and goals of a comprehensive community college, to a participatory management style, and to team leadership.
- Doctorate degree in Higher Education, Community College Leadership, or a related field
- Minimum of five years of progressively responsible senior-level administrative experience in academic affairs as a dean, associate vice president or vice president including the supervision of faculty, community college experience strongly preferred, experience working in a community college district preferred.
- Knowledge of and experience working with relevant federal and state higher ed laws and regulations.
- Experience as a fulltime faculty member preferably in a community college or higher learning setting.
- Proven ability to analyze and interpret data to make data-informed decisions.
- Proven ability to lead large, diverse teams and manage complex, multi-campus operations.
- Strong communication, analytical, organizational, and project management skills.
- Demonstrated commitment to student-centered practices.
- Ability to work collaboratively across organizational boundaries and manage competing priorities.

Typical Duties and Responsibilities Leadership and Strategy
- Advise the Chancellor on matters related to academic affairs, including Arts and Sciences transfer programs, Career and Technical Education, and eLearning.
- Provide district-wide leadership and strategic direction for Academic Affairs aligned with the EICC mission, strategic plan, and Board priorities.
- Develop multi-year strategic goals and annual operational plans for Academic Affairs.
- Foster a culture of student success, inclusion, accountability, and continuous improvement.
- Chairs the Academic Leadership Council, collaborating with Divisional Deans to strategically plan and oversee all district educational operations, including campus-based instruction, concurrent enrollment, and online learning.
- Provides strong, entrepreneurial leadership for program development and implementation, including research, needs assessment, planning, operation, and evaluation of the district's instructional portfolio.
- Collaborates senior leadership team to develop, implement, and monitor strategic plan goals.
- Oversees key academic programs and initiatives that promote instructional excellence, including the Center for Teaching and Learning, with responsibility for new faculty onboarding and training, as well as the development and implementation of ongoing, comprehensive faculty professional development.
- Provides direct supervision and leadership to all Deans of Instruction and Deans of Academic Support Services, overseeing key areas including e-learning, curriculum development, and concurrent enrollment to ensure alignment with institutional goals and student success outcomes.
- Coordinates the delivery of instructional support services, including curriculum development and approval processes, program evaluation, assessment, instructional design, and best practices in instructional strategies.
- Supports continuous improvement through new program development, faculty observation and evaluation systems, and collaboration with stakeholders to conduct comprehensive program reviews.
- Guides Divisional Deans in the design and implementation of multiple guided pathways aligned with American Association of Community Colleges Guided Pathways principles.
- Leads the development and ongoing maintenance of clearly defined transfer pathways that maximize opportunities for students to complete bachelor's degrees and transition into meaningful employment.
- Ensures career and technical education programs and certificates align with industry standards, preparing students for in-demand careers that provide sustainable, family-supporting wages.
- Provides leadership for the development, implementation, and ongoing monitoring of developmental education reform initiatives, ensuring alignment with evidence-based best practices and compliance with state requirements while improving student access, progression, and completion outcomes.
- Supports the ongoing enhancement and effective utilization of the institution's learning management system across all course delivery formats.
- Collaborates with Divisional Deans and faculty leadership to ensure the integrity of the course schedule, aligning offerings with student needs to provide timely, accessible courses that support retention, progression, and program completion.
- Holds responsibility for all academic policies under the direction of Academic Instruction, ensuring compliance, alignment with institutional goals, and consistent implementation across all programs and instructional modalities.
- Oversees the development, implementation, and continuous improvement of a comprehensive quality assurance program for all distance learning offerings, ensuring consistency, rigor, and continuity of learning outcomes across all instructional modalities.
- Collaborates closely with the institution's Accreditation Liaison Officer and the Higher Learning Commission to ensure all aspects of academic instruction align with accreditation standards and maintain full compliance with HLC requirements.
- Oversees the planning, allocation, and maintenance of instructional spaces, including classrooms, laboratories, and specialized facilities, ensuring they effectively support faculty and student needs and promote high-quality teaching and learning experiences.
- Administers the academic affairs division, including budgeting, supervision, and evaluation of direct reports, and assigns leadership for instructional initiatives as appropriate.
- Oversees the strategic allocation of faculty positions and staff supporting academic instruction, and monitors these human resources to ensure efficiency, effectiveness, and alignment with institutional priorities and student success outcomes.
- Works collaboratively with faculty to promote and cultivate faculty leadership, ensuring meaningful faculty involvement and representation in all areas of academic affairs.
- Provides leadership for the development and implementation of faculty professional development initiatives.
- Participates in and supports academic search processes for faculty and staff, including the selection of Divisional Deans.
- Supports the implementation and ongoing administration of the faculty rank system and distinguished faculty recognition.
- Engages with instructional groups to maintain open communication, encourage collaboration, and support faculty voice in decision-making.
- Represents the institution in collective bargaining processes as assigned.
- Establishes and maintains strong working relationships with state education agencies, peer institutions, regional business and industry leaders, K-12 partners, four-year colleges and universities, and community organizations.
- Collaborates with the Vice Chancellor for Workforce Development to support credit for prior learning initiatives, adult education, English language acquisition programs, and non-credit workforce training.
- Works closely with the Vice Chancellor for Student Services to ensure alignment of guided pathways efforts and to support coordinated student development initiatives that promote engagement, persistence, and retention.
- Support and participate in District and College events and commencement activities.
- Serve as a visible, positive representative of Eastern Iowa Community Colleges.
- Maintain regular, predictable on-site attendance; evening and weekend work may be required.
- Perform other duties as assigned by the Chancellor.
