Preconstruction Project Manager-Heavy Civil & Utilities

Job Description

Are you a Field Engineer or Project Manager who loves the technical puzzle of bidding, cost control, and constructability reviews more than the day-to-day job site? Bring your field expertise into pre-construction. PrideStaff is looking for a hands-on Pre-Construction Project Manager to lead estimates for underground utility and heavy civil projects across the Gulf Coast and other regions.

In this role, you won't just sit behind a desk building bids—you will visit active job sites and bid the work. Your Estimates directly impact critical municipal water mains, storm and sanitary sewers, pump stations, and coastal civil projects across the Gulf Coast and neighboring states.

What You’ll Do

Run takeoffs and cost estimates using HeavyBid and Bluebeam for municipal wet utilities, site civil work, and treatment facilities.
Visit proposed project sites for pre-bid walkthroughs and constructability reviews.
Integrate practical field solutions into estimates for high water tables, soft/alluvial soils, dewatering, trench safety, and shoring.
Solicit and level subcontractor proposals, and negotiate material/equipment pricing
Serve as the primary point of contact for owners, municipal engineers, and local utility boards/authorities during the pre-construction phase.

What We’re Looking For

5+ years managing and/or estimating heavy civil construction projects, specifically underground wet utilities (water, sewer, stormwater drainage).
A solid field background, plus proven experience with takeoffs and hard-bid estimates.
Familiarity with coastal soil conditions, dewatering systems, deep trenching, and wet ground logistics common to South Louisiana.
Practical experience with HeavyBid (or similar heavy civil software), Bluebeam, and standard scheduling/spreadsheeting tools.
Ability to travel for site walkthroughs and pre-bid meetings.
Degree in Construction Management, Civil Engineering, or equivalent field experience.
