Program Manager

Steve Baldwin is the Chairman and CEO of Finch AI. He brings more than 40 years of experience in the federal and commercial technology markets, with the last 36 as a serial entrepreneur. He has founded and led four IT services companies focused on federal and commercial markets, the largest with more than 1,600 employees and $1 billion in revenue. As CEO, Steve has overseen twelve M&A transactions, completed financing deals totaling over $300 million, and delivered combined equity returns exceeding $500 million. Steve is a graduate of the University of Maryland and serves on several corporate and charitable boards. Todd Lasseigne is the Chief Operating Officer of Finch AI, responsible for driving the company’s overall growth. He brings more than 25 years of experience in both commercial and federal application architecture delivery, with extensive management and leadership expertise. Prior to Finch AI, Todd was a senior leader on the AWS National Security Team, where he managed a significant portion of the Human Systems business. In that role, he oversaw a comprehensive portfolio of some of the team’s largest customers and led one of the largest public sector programs. He also previously ran a successful consulting organization, helping customers merge technology with mission outcomes. Todd is a graduate of James Madison University and holds a Master of Science degree from The George Washington University. Scott Lightner is one of Finch AI’s original founders and today serves as Chief Scientist. He has led a team of data scientists and engineers who have secured more than 30 patents in natural language processing (NLP), data analytics, in-memory computing, and related fields. Under his leadership, Finch AI has built three flagship products: Finch for Text®, a real-time NLP software-as-a-service platform; Finch Data as a Service (DaaS), which delivers curated, real-time data products; and Finch Analyst, which leverages generative AI to provide entity-driven insights and alerting. Previously, Scott spent 12 years at LexisNexis as a technology leader, delivering data-intensive products for risk management. He earned his degree from Wright State University in Ohio. Candidates must currently reside in, or be willing to relocate to, the DC metro area prior to start. Salary: $135,000–$215,000 — Commensurate with experience Responsibilities Lead the full program lifecycle for federal contracts supporting a national security customer, including scope, schedule, budget, and risk management. Serve as the primary point of contact with government customers, subcontractors, and internal leadership on program performance and deliverables. Develop and maintain program plans, staffing plans, and Integrated Master Schedules (IMS). Monitor program financials, including funding execution, invoicing, and cost/schedule variance reporting. Manage subcontractor and teaming partner performance against contract requirements. Support proposal development, staffing, and transition activities for new and recompete efforts. Ensure compliance with contract terms, security requirements, and applicable federal regulations (FAR/DFARS). Mentor and provide oversight to project leads and technical staff supporting the program. Requirements Demonstrated experience managing federal government programs or contracts in a government contracting (GovCon) environment. Experience supporting missions for the Department of War (DoW), DHS, FBI, or another national security/intelligence community agency. Working knowledge of FAR/DFARS, contract types (FFP, T&M, CPFF), and program financial management. Strong written and verbal communication skills, with experience briefing government stakeholders. Willingness to work onsite in the DC metro area as required by the program. Preferred Skills PMP or equivalent program/project management certification. Experience with Earned Value Management (EVM). Experience managing multi-task-order or IDIQ contract vehicles. Education and Work Experience 3–15 years of relevant experience, with placement (Mid, Senior, or Lead) commensurate with demonstrated experience. Bachelor's degree in a related field preferred; equivalent professional experience will be considered in lieu of a degree.
