Job Summary:
The manager plays an integral role in the Northwest Division’s development efforts. The person in this position will provide project management for government relations, volunteer program infrastructure, advisory organization relations, and fundraising campaigns. The person manages the smooth operations of all government, volunteer, advisory organization, and fundraising campaign initiatives. The ultimate purpose is to grow our financial and human capacity to support the mission of The Salvation Army in the NW Division. This person will work effectively with divisional staff, corps officers, program directors, donors, volunteers, corporate contacts, government contacts, vendors, and advisory organization members. They will ensure all activities are executed accurately, in a timely manner and on budget.
Relevant Experience
- Possesses three years of project management experience, including use of software programs to design and produce marketing materials, to track data, and to analyze results
- Demonstrates familiarity with fundraising, relationship building, and community relations principles
- Experience with government and volunteer relations, advisory board activities, and social services is desired

- Bachelor’s degree or comparable experience, plus a minimum of three years of experience in an office role with a proven track record of improving relationships

- Team player, able to check ego at the door, with an ability to collaborate effectively with officers, staff and volunteers for successful achievement of position and department goals
- Ability to work independently in a fast-paced environment. Must be highly organized and able to effectively manage multiple projects and competing priorities with professionalism and grace. Must keep good documentation through contact reports and activity tracking, using the donor database according to Salvation Army protocols
- Demonstrate goal-orientation, with a drive to achieve agreed-upon goals within agreed-upon timeframes
- Maintain accurate and well-organized records and ensure confidentiality of all department records and files
- Perform other development duties as requested

Responsibilities
Government Relations:
- Manage government relations activities at the local, state, and federal levels in the Northwest Division, including all of Washington and portions of Idaho and Montana, with the ultimate goal of increasing our government funding across the division
- Assist advisory organizations with government relations trainings, best practices, and advocacy fulfillment
- Collaborate with social service colleagues on government funding opportunities, relationship-building efforts with government partners, and advocacy content creation
- In collaboration with the Marketing and Communications team, create and update a suite of advocacy materials that tell our service story and engage external partners
- Partner with NW Division leadership and influential community volunteers to effectively network The Salvation Army at local, state, and federal levels
- Participate in the government grant requests process by identifying individuals that may be able to advocate on behalf of The Army, researching funding sources and lawmakers’ areas of interest/need, and providing data and stories from suite of government advocacy materials
- Maintain up-to-date local, state, and federal government directories for lawmakers and their leadership staff
Volunteer Relations:
- Manage development, review, and revision of division-wide volunteer program policies and procedures, with utmost priority to ensure the safety of children, elderly, and other vulnerable populations served by volunteers
- Support volunteer recruitment for service opportunities such as: feeding the unhoused; coaching clients for job-readiness; teaching financial literacy; Christmas Red Kettle bell-ringing; and leading activities for seniors; develop a month-by-month recruitment plan and partner with officers and staff to take an active role in recruitment activities
- Maintain donor engagement in volunteerism; involve donors in volunteer opportunities, recruiting for ongoing volunteer roles including annual Red Kettle bell ringing campaign, becoming an outright or planned giving donor or joining an advisory organization
- Reach out to residents, corporate, and community partners, encouraging participation in Salvation Army volunteer opportunities; develop and implement an annual community outreach plan; conduct education and recruitment presentations
- Conceptualize and implement Divisional Headquarters-led group volunteer events. Oversee the screening, placement, orientation, support, recognition, and evaluation of volunteers associated with these activities
- Implement the tracking of volunteer hours; collect and aggregate volunteer data and disseminate to donors and other partners
- Participate in volunteer recruitment, retention, and growth-based trainings and share best practices and materials with the field
Advisory Organization Relations:
- In collaboration with the Director of Development, provide best practices and training opportunities to the field to help recruit, retain and improve their advisory organization members’ experience and community impact
- In collaboration with the Divisional Director of Development, serve as Divisional Headquarters’ liaison to the King County Advisory Board
- Calendar, prepare and execute plans and materials for meetings and events
- Evaluate advisory organization effectiveness across the division and provide recommendations, problem-solving, and advice as requested
- Obtain accurate advisory organization contact information, roles, and minutes from the field
Fundraising Campaign Support:
- Support field in navigating Divisional Headquarters and Territorial Headquarters requirements and requests to start, execute and complete a fundraising campaign
- Track and maintain records including documenting donors’ gifts and pledges, fundraising project totals, donors’ recognition preferences and donors’ communications preferences
- Monitor and communicate progress to stakeholders for property and/or project activity and assigned action items
- Manage fundraising campaign committee meetings; calendaring, participants, goals and content
- In collaboration with Marketing and Communications, support the field with all fundraising campaign event planning and execution needs as well as campaign materials
Other:
- Collaborate with and be supported by the Divisional Headquarters Development team on all matters
- Serve as a liaison to external partners supporting the division with government, volunteer, advisory organization and/or campaign initiatives
- Partner with Divisional Headquarters’ leadership on gathering, interpreting, and translating service statistics for divisional development activities

Working Conditions:
Work is performed in a normal office environment where there are little or no physical discomfort associated with changes in weather or discomfort associated without noise, dust, dirt, and similar.
Work Schedule / Location:
Monday through Friday / In-person at Northwest Division Headquarters in Seattle, WA, with opportunity to work remotely on a part-time basis.

Life and Voluntary Options: An employer-paid life insurance policy covers employees. Voluntary supplemental life, short-term and long-term disability plans are available.
Retirement Plans: Employer-funded Money Purchase Pension Plan (Defined Contribution Plan) 50% vested at five years eligible service time. Plus, an employee-funded voluntary 403(b) option.
Parental Leave: The benefit is 40 hours of Paid Leave for qualifying events.
Sick Leave: 12 days of Sick Leave annually accruing from day one, eligible for use after three months’ service time.
Paid Vacation:
Two weeks annually, accruing from day one, for non-exempt positions.
Four weeks annually, accruing from day one, for exempt positions.
