Boiler Plant Operator Leader

Summary This position serves as a Boiler Plant Operator Leader in the Facilities Management Service (FMS) of the VA Central Western Massachusetts (VACWM) located in Leeds, MA. The position is under the general supervision of the Electrical & Boiler Shop Supervisor. Qualifications To qualify for this position applicants must meet all requirements by the closing date of this announcement - 04/27/2026. A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates your knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. Screening will first evaluate against the prescribed screen‑out element (usually question 1 in the online questionnaire). Those who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are eliminated. The potential eligibles are then rated against the remainder of the job elements: Dexterity & Safety, Interpretation of Instructions, Specifications (other than blueprint reading), Ability to Lead or Supervise, Operation of Equipment/Machinery, and Technical Practices. Experience includes paid and unpaid work, volunteer work through National Service programs, professional or community service, and can be credited upon indication of duties, responsibilities, and hours in each position. Physical Requirements/Working Conditions: The employee must be physically able to walk, stand, climb ladders and stairs, crawl into tight spaces such as boilers, and lift heavy loads. Must handle heat stress generated by Boiler Plant equipment, work in bent, prone, or crouched positions, have corrected vision for observing water columns and gauges, and good hearing for detecting noises indicating trouble. Work may be inside and outside in dusty or dirty locations at extreme temperatures, in inclement weather, and in confined spaces. Incumbent is exposed to cuts, abrasions, bruises and works from ladders, scaffolding, and platforms. Duties Lead the work section employees in proper maintenance, repair, and operation of the Boiler Plant and associated machinery & equipment. Schedule all training for shop employees and maintain individual training records according to policy and procedures. Work closely with all new installations, in‑house projects, boiler inspections, and review project blueprints, contractor submittals, and new equipment and materials submitted by vendors. Check inventory of shop supplies and materials to ensure proper quantity is on hand. Order needed equipment, parts, and supplies to complete repairs. Assign work orders. Inspect equipment, equipment rooms, work areas for cleanliness and safety. Operate the Boiler Plant safely and efficiently, performing minor repairs, lubrication, and adjustments of all Boiler Plant equipment. Apply knowledge of installation, modification, maintenance, repair, and troubleshooting of commercial fire‑tube boilers and Boiler Plant equipment. Perform other duties as assigned.
