Program Summary Project HOPE is providing humanitarian assistance to the conflict‑affected population in Gaza. The current response portfolio focuses on health, mental health and psychosocial support, protection, and WASH programming through Project HOPE programs and local partnerships. Position Summary The Supply Chain Senior Officer – Transportation is responsible for overseeing and coordinating transportation operations for Project HOPE funded projects in Gaza under the supervision of the Supply Chain Director. The position ensures safe, efficient, and timely movement of staff, medical supplies, and project assets while maintaining compliance with organizational procedures in a highly constrained and volatile operating environment. The role provides advanced operational support, supervises transport activities, and ensures alignment between logistics, security, and program teams. This position is being advertised contingent upon award; while the recruitment process will proceed as part of organizational preparedness, no formal offer will be extended until funding is confirmed. Principal Responsibilities Transportation Coordination & Fleet Planning Manage and oversee daily vehicle allocation planning to ensure efficient use of fleet resources. Review and validate daily vehicle allocation sheets and ensure alignment with operational priorities. Ensure timely and effective coordination of transport requests and movement plans. Monitor vehicle utilization and adjust allocations to maximize efficiency. Driver Management & Scheduling Oversee preparation and management of driver duty rosters to ensure continuous operational coverage. Ensure fair and efficient driver scheduling, including shifts and leave planning. Ensure drivers are properly briefed on routes, security measures, and movement procedures. Breakdown & Incident Management Oversee response to vehicle breakdowns and transport‑related incidents. Ensure all incidents are properly reported, documented, and escalated. Monitor corrective actions and ensure timely resolution to minimize downtime. Fleet Maintenance & Vendor Management Coordinate with garages, workshops, and service providers for maintenance and repairs. Monitor vendor performance to ensure quality, cost‑effectiveness, and timely service delivery. Maintain an updated list of approved vendors and service providers. Oversee tracking of vehicle service schedules and ensure preventive maintenance is conducted on time. Spare Parts & Workshop Oversight Oversee management of spare parts procurement, storage, and usage. Ensure proper tracking and accountability of spare parts inventory. Monitor workshop activities (internal or external) to ensure quality and efficiency of repairs. Ensure all maintenance activities are properly documented. Fuel Management & Control Oversee fuel consumption monitoring and ensure accurate fuel tracking systems are in place. Ensure regular fuel reconciliation between fuel logs, vehicle logbooks, and stock records. Investigate discrepancies and implement corrective actions. Oversee safe storage and handling of fuel. Compliance, Risk Management & Anti‑Fraud Controls Ensure all fleet and transportation activities comply with Project HOPE policies and procedures. Implement and monitor anti‑fraud controls related to fuel usage, spare parts, and vehicle operations. Identify risks related to misuse, inefficiencies, or fraud and report to the Supply Chain Manager. Promote transparency, accountability, and strong internal controls across all fleet operations. Coordination & Reporting Coordinate closely with program, logistics, and security teams to ensure safe and efficient movements. Maintain transport trackers and provide regular updates to the Supply Chain Manager. Prepare fleet performance reports and highlight key operational challenges. Support audits by ensuring transport and fleet documentation is complete and audit‑ready. Minimum Qualifications Bachelor’s degree in Logistics, Supply Chain Management, Business Administration, or related field. Minimum 5–7 years of experience in logistics or transportation, preferably in humanitarian or NGO settings. Strong knowledge of fleet management, transport coordination, and logistics systems. Experience working in high‑risk or restricted environments is required. Demonstrated experience supervising transport operations and field teams. Strong organizational, analytical, and problem‑solving skills. Ability to work under pressure and manage multiple priorities. Good communication and coordination skills. Fluency in English and Arabic is essential. Must be able to communicate in verbal and written form and be able to travel internationally. Project HOPE employees may be required to travel or work in countries where working conditions are classified as “hardship.” Work Environment Typical office environment with exposure to a minimal noise level. Emergency deployments may be in resource‑deprived environments with austere living conditions. Travel for extended periods may be by air and/or other modes of transportation. While international travel is not a regular part of every job, programmatic needs may require it intermittently.
