Sr. Program Planner II - Onsite

Program Management, Planning & Scheduling Professional Location: Tewksbury, MA – (Onsite, classified area) Security Clearance Required: DoD Secret. Responsibilities Develop, maintain and analyze Program Master Phasing Schedule and Integrated Master Plan/Integrated Master Schedule. Ensure accurate, appropriate, effective plan established for scope of work. Analyze critical path, risk integration, IMS structure, and evaluate trends and schedule‑related metrics. Review and implement IMS coding, outlining structures, and adherence to directives and scheduling best practices. Assist the lead scheduler/planner on larger/more complex efforts or manage smaller efforts. Integrate program technical and programmatic solutions into IMS baseline plan, ensuring cost, schedule and technical requirements are incorporated. Create and maintain compliant Integrated Master Schedules (IMS) achieving necessary cost and schedule integration. Review IMS planned work for accuracy, identifying missing or improperly planned work. Recommend and use alternative program management plans/artifacts (HUM, MPS, First Unit Flow). Conduct and explain Schedule Risk Analysis (SRA) results, integrate mitigation plans into IMS and schedule risks into Risk Management process. Provide weekly and monthly planning metrics on schedule status, baseline maintenance, critical path analysis, schedule variance analysis and network logic validation using Earned Value Management System (EVMS) processes. Mentor and train junior planners. Qualifications – Mandatory Bachelor’s Degree (or advanced degree) plus minimum 8 years of Program Planning, Scheduling or Project Management experience, or 5 years with an advanced degree. Experience with scheduling software such as MS Project, Primavera, Open Plan or similar. Experience developing Integrated Master Schedules (IMS) and evaluating critical path/workflow. Experience with Earned Value Management System (EVMS) or similar. Ability to obtain and maintain a U.S. government‑issued security clearance. Preferred Qualifications Bachelor’s degree in STEM. Experience integrating technical, schedule and cost into IMS in an EVMS environment. Strong understanding of program technical and programmatic solutions for integration and modeling. Proficiency in interpreting/analyzing Schedule Risk Analysis results, schedule risk/opportunity drivers, and probability of success. Collaboration with Planning and functional organization SMEs. Knowledge of hardware/software development life cycle and exposure to agile methodologies. Leadership and mentoring skills in scheduling and EVMS techniques.
