Permit Technician I

Position Overview Under general direction, performs general work related to the issuance of permits and conveyance of information relative to applicable County codes, policies, and procedures; and performs other related work as required. This position is part of the Permit Technician series and includes the entry‑level Permit Technician I and the journey‑level Permit Technician II. Responsibilities Provides professional public assistance via written word, telephonically, and in person related to the application process for a variety of permits and certificates, answering basic questions about code and compliance procedures. Answers questions via written word, telephonically, and in person related to land use, zoning, environmental health ordinances, and applicable local, state, and federal laws. Interprets and explains policies and regulations accurately and tactfully to the public, assisting with the completion of permit applications. Receives, retrieves, scans, and/or distributes public information relative to applications, County ordinances, and departmental policies and procedures. Provides initial review of applications for permits, checking for compliance with applicable codes, County ordinances, and departmental procedures, and verifying all documentation is complete and available. Accesses, enters, and updates computerized plan‑check data entry and tracking systems, databases, and/or spreadsheet applications. Reviews parcel and subdivision maps for conformity with ordinances. Issues permits and certificates after review and approval by the appropriate authority. Reviews logs, coordinates, and routes various plans and permits. Calculates and processes permit and mitigation fees and provides fee estimates as requested. Records and balances permit‑related monetary transactions. Schedules field inspection requests. Coordinates with other departments and agencies relative to the issuance of permits. Maintains equipment and inventory of forms, pamphlets, handouts, and other pertinent printed information. Composes and types memorandums, letters, and reports as requested. Prepares documents, establishes, types, and proofreads documents and materials. Maintains and organizes office records and files. Performs a variety of office functions, program support tasks, or other special assignments and/or projects as needed. Performs other related duties as assigned. Minimum Qualifications Knowledge of: Principles and practices of general government; federal, state, and local regulations related to the assigned department; permit processing and basic plan review and inspection procedures; customer service principles and conflict‑resolution techniques; modern office methodologies. Skills and Abilities: Learn, understand, explain, apply, and enforce applicable codes, policies, and procedures; prepare and maintain basic records and reports; learn permit processing, building inspection, and plan review policies and procedures; review plans for completeness and accuracy; calculate applicable fees; respond professionally to the public regarding project and permit status; use conflict‑resolution skills; perform arithmetical calculations with speed and accuracy; prioritize work and coordinate multiple activities concurrently; understand and carry out written and verbal instructions; operate standard office machines and computer applications; effectively perform routine clerical tasks; analyze situations accurately and adopt an effective course of action; establish and maintain cooperative relationships with co‑workers, supervisors, and stakeholders; provide excellent customer service. Education, Training, and Experience: Permit Technician I: High‑school diploma or equivalent; one (1) year of experience providing customer service and non‑technical clerical functions, preferably at a front counter supporting the building or construction industry with exposure to the engineering, permit, plan review, and inspection processes; or equivalent combination of training and experience. Permit Technician II: High‑school diploma or equivalent; two (2) years of front‑counter experience providing customer service and clerical functions in the civil engineering, building, or construction industry, including permitting counter work, fee calculation, explanation and application of California Building Codes, and use of database and permit‑tracking systems; or equivalent combination of training and experience. Benefits and Compensation Health / Dental / Vision: Basic CORE medical plan; additional health, dental, and vision coverage available on the County benefits webpage. Assist‑To‑Own Program: Down‑payment assistance up to 5.5% of the total mortgage loan; available with purchase of a primary residence; options include FHA, VA, USDA, and Conventional mortgage loans; no first‑time homebuyer requirement; flexible guidelines (minimum FICO 640; maximum DTI 50%); flexible income limits (no limits for FHA and VA). Boot Allowance: $150 or $175 per year, distributed once a year in the first full pay period of December; qualifying classifications include Permit Tech I/II and several other technical and engineering series. Uniform Allowance: $600 per calendar year, paid monthly in the second paycheck; qualifying classifications include Custodian series and facility maintenance workers. Vacation: 0‑3 years – 80 hours per year; 3‑10 years – 120 hours per year; 10+ years – 160 hours per year. First week available after 6 months. Holidays: 14 paid holidays per year. Life Insurance: $50,000 via ReliaStar; payout percentages vary by age. Sick Leave: 12 days annual accrual with unlimited accumulation; 60 hours can be used for immediate family, parent, spouse, child, or sibling. Merit Increase: After 26 pay periods, a 3.5% increase may be granted; thereafter annually to the top step. Probation: 26 pay periods. Longevity Incentive: 2.5% per year for 5.5, 6, 10, 15, 20, and 25 years (if hired before 28 March 2005). Bi‑Linguistic Pay: $75 per month for approved classifications. Pre‑Tax Flexible Spending: Medical reimbursement – $2,500 annually; Dependent care account – $5,000 annually. Section 125 Plan: Additional insurance available through the plan. Retirement Options: CalPERS: Classic members 2% at 55; PEPRA members 2% at 62. Public Agency Retirement System (PARS) for employees not already a CalPERS member. 457 Government plan with pre‑ or post‑tax options; County match up to $50 per month.
