Bilingual HR & Workforce Development Manager

JGA Roofing Systems is a growing commercial roofing contractor looking for a bilingual HR and recruiting professional who can help us build a strong, dependable workforce.

This role combines day-to-day HR responsibilities with hands-on recruiting and community outreach. We are looking for someone who will not rely only on online job postings, but will actively build relationships with local schools, trade programs, workforce organizations and community groups to create a long-term pipeline of quality employees.

A major focus of this position will be introducing young people and early-career candidates to opportunities in commercial roofing and the skilled trades.

Responsibilities

• Manage recruiting for field and office positions, including job postings, applicant screening, interviews and offers.
• Develop relationships with high schools, CTE programs, trade schools, junior colleges, Job Corps and workforce-development organizations throughout the San Marcos and Central Texas area.
• Attend career fairs, school events, workforce events and other in-person recruiting opportunities.
• Conduct recruiting and community outreach in both English and Spanish.
• Build and maintain a pipeline of entry-level and experienced candidates.
• Develop employee referral and local recruiting programs.
• Coordinate onboarding and maintain employee personnel records.
• Support management with employee relations, performance documentation and corrective-action processes.
• Help maintain company policies, procedures and required HR documentation.
• Conduct employee check-ins and support retention efforts.
• Work with management to identify current and future staffing needs.
• Track recruiting sources, hiring results and employee retention.

This is not a desk-only HR position. The person hired should be comfortable spending time in the community, meeting people, developing partnerships and representing JGA professionally.

Qualifications

• Fluent in both Spanish and English.
• Experience in HR, recruiting, staffing, workforce development, community outreach or a related field.
• Strong communication and relationship-building skills.
• Comfortable speaking with students, applicants, educators, community organizations, field employees and company leadership.
• Highly organized with strong follow-through.
• Able to work independently and take ownership of projects.
• Comfortable attending recruiting and community events throughout the San Marcos/Central Texas area.
• Valid driver's license.

Construction or skilled-trades recruiting experience is preferred but not required.

Experience working with schools, CTE programs, workforce organizations or Spanish-speaking communities is a strong plus.

A bachelor's degree is preferred but not required for candidates with relevant experience.

Compensation

$62,000–$70,000 annually, depending on experience
