The Law Enforcement Records Bureau (LERB) gathers, preserves, and disseminates criminal justice data in support of public safety. Through state and federal partnerships, LERB serves as the state's official repository for millions of fingerprint records and criminal history records. The bureau functions at a high operational tempo with large volumes of data, records, and modernization projects. Major programs include the Missing Persons, Concealed Carry, Sex Offender Registration, and support to vital law enforcement databases such as NCIC, Triple I, and NIBRS. While administrative in nature, LERB is not a traditional records bureau due to its operational impact and oversight of New Mexico's public safety records, data, and intelligence sharing infrastructure.

This position exists within the Concealed Carry Unit (CCU). This public-facing team provides fair, accurate, and timely administration of concealed carry licensing. The unit conducts applicant eligibility reviews, criminal history and background checks, records management, and customer service.

Why does the job exist?

This position works independently performing highly confidential administrative tasks, including processing and maintaining Concealed Carry Weapon (CCW) applications for the Concealed Carry Unit (CCU) of the Law Enforcement Records Bureau (LERB), which includes fingerprint supported background checks, research of various databases and resources and issuing concealed carry licenses to eligible applicants. The position also receives, processes and maintains financial records and background check information and inputs data into an information database. This position will also respond to customer complaints, answer questions on department services and functions, and prepare and verify statistical reports for accuracy.

How does it get done?

Assist Concealed Carry applicants through the application process. Conduct advanced research, interpretation, and application of New Mexico Statutes Annotated [NMSA 29-19-(1-15)] and New Mexico Administrative Code [NMAC 10.8.2.(1-32)] to implement complex statutory and regulatory provisions. Work under the guidance of the Concealed Carry Unit Supervisor to support the full decision-making process for issuing, approving, denying, or suspending applications, including verification of submitted documentation, completion of background checks, and generation of deficiency or incomplete letters. Review application materials to identify disqualifying factors and prepare formal documentation for denial, suspension, or revocation. Process application refunds as required and maintain, update, and manage official correspondence templates generated through the Concealed Carry database. Represent the agency by testifying in administrative hearings as outlined in NMAC 10.8.2.27. Serve as a subject matter expert by mentoring junior analysts and ensuring compliance, accuracy, and procedural consistency across the unit. Develop procedural manuals and assist with training initiatives as needed.

Prepare and maintain statistical and operational reports to support management oversight and decision making. Collaborate with staff to streamline workflows and enhance Standard Operating Procedures. Coordinate with IT to report software and hardware issues and support strategic system improvements. Provide operational support, including handling cash deposits in accordance with policy, and perform other duties as assigned. Serve as the official records liaison for the Concealed Carry Unit. Independently manage the full life cycle of records, including organization, maintenance, and preparation for official destruction, in compliance with agency records retention policies and standards.

Ideal Candidate

The ideal candidate brings relevant compliance or investigative experience in regulatory, policy, statutory, or contract compliance, as well as insurance, utilities, healthcare, or government assistance programs. They should utilize good time management skills, a positive attitude, and professional communication.

Associate Degree in Business Administration, Public Administration, or Accounting and one (1) year of directly related job experience in the areas of office administration, budgeting, purchasing, finance and accounting, auditing cash management, contract management or in the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university in a related field and or direct experience in this occupation totaling three (3) years may among substitute for the required education and experience.

Employment Requirements

Successful employment is contingent upon passing a national fingerprint-based background check prior to employment. Continued employment requires a felony-free record, in compliance with the CJIS Security Policy. Statewide travel is required.

In addition, the selected candidate must possess and maintain a valid driver’s license and obtain a Defensive Driving Certificate from the State of New Mexico.

Working Conditions

Work is performed in a fast-paced, high-responsibility office environment within a law enforcement setting. This position involves extensive use of computers, video display terminals, and telephones, with extended periods of sitting. Physical requirements include the ability to lift and carry up to 30 pounds, along with frequent walking, standing, sitting, and bending. Occasional statewide travel may be required.

Working hours are Monday to Friday, 8 AM to 5 PM, with a 1-hour lunch. Currently, DPS does not offer telework arrangements.
